Research On Performance Evaluation Of Euro Loan Fund Of XY Vocational College

The performance evaluation of the loan funds in vocational college is one of the hot research topics, which attracts many scholars home and abroad to study on it. With the constant reform in higher vocational education and for the purpose of developing the higher vocational education, the vocational colleges in China usually take advantage of load funds to make up the financing gap. Therefore, the performance evaluation of loan funds becomes the important content of credit risk management. How to take positive and effective measures to encourage and guide the optimization of resource allocation of loan funds and how to improve the efficiency in the use of funds become the problems which require us to solve at present.Based on the previous researches, this paper analyses the significance and current situation of performance evaluation for loan funds in vocational colleges. According to the theories of stakeholder, project management and input-output, and taking the method of balanced score card with input-output model, a performance evaluation index system is formed. Meanwhile, a completed performance evaluation is established with the method of Principal Component Analysis and Data Envelopment Analysis, which implements a preliminary study on labor power, financial resources, and material resources and the corresponding teaching output, scientific research output and efficiency of social service output. Finally, an empirical study was implemented on the funds project in XY Vocational College, and analysis results and the evaluation opinions were provided to technically support the scientific and objective evaluation on loan funds in vocational colleges.Regarding to the characteristics of performance evaluation on loan funds in higher vocational colleges with the theory of balanced score card, this paper displays four dimensions, including finance dimension, social dimension, process dimension and study and development dimension. By analyzing the performance structure of loan funds in vocational colleges, this paper classifies the input index into financial input and material input, the output index into the dimension of teaching, scientific research output and social service output.Then Principal Component Analysis is adopted to simplify the evaluation index and delete the overlapping information. Finally the Data Envelopment Analysis is applied to perform a comprehensive evaluation in terms of input-output efficiency on the simplified information,moreover, suggestions for improvement are also provided for those inefficient projects. This paper establishes a new performance evaluation system and process and analyzes the specific examples to provide references for performance evaluation of loan funds in vocational colleges.
