| In the development of China’s agricultural and rural work,village cadres,as a group with direct contact with villagers,are the key to whether party committees and governments at all levels can effectively promote rural work.On February 4,2018,the Central Document No.1 "Opinions of the CPC Central Committee and the State Council on the Implementation of the Rural Revitalization Strategy" made comprehensive arrangements for the implementation of the rural revitalization strategy.In the new era,the "rural revitalization" strategy has been raised to an unprecedented height.Tibet has also closely followed China’s major policies,actively developed the countryside,and improved the quality of village cadres.Because the implementation of the "rural revitalization" strategy has put forward higher requirements for rural work,village cadres,as leaders and organizers of village development,urgently need to study how to motivate village cadres and improve their enthusiasm for work in Tibet under the background of rural revitalization.Because village cadres are irreplaceable in implementing national policies,promoting rural economic development and improving the well-being of the people.If there is no set of incentive measures for village cadres that match and are suitable for their implementation,in the face of the current heavy workload at the grassroots level in rural areas,the enthusiasm and execution of village cadres may be weakened.Incentives can mobilize the enthusiasm of village cadres for work,and the correct way of encouragement can enhance the cohesion of the "two committees" in each village.Therefore,continuing to pay attention to and explore the issue of village cadre incentive can not only understand the current needs of village cadres in this special area of Tibet,but also stimulate the enthusiasm and creativity of village cadres from the perspective of motivation,and provide talent guarantee for rural revitalization.This paper selects Bayi District,which has relatively rapid economic development in Tibet,as the research object,and refers to the theory of incentive in management,including the theory of two-factor theory,fairness theory and demand level theory,and uses the form of field research to carry out a comprehensive discussion and research on the incentive of village cadres based on relevant incentive theories through questionnaire surveys and interviews.It was found that the problems of village cadre incentive in Bayi District of Linzhi City included imperfect material security,inadequate honor care,incomplete study and training,too narrow development path,and lax supervision.Therefore,this paper puts forward corresponding countermeasures from the aspects of increasing the income of village cadres,strengthening the spiritual incentive of village cadres,expanding the development and rising path of village cadres,and improving the binding force on village cadres,so as to provide useful reference for improving the application of village cadre incentive policies and adapting to the practice of rural revitalization,and fully stimulate the enthusiasm and enterprising work of village cadres in Bayi District.So as to realize the revitalization of talents,provide a strong backing force for the rural revitalization strategy,and make the rural revitalization strategy blossom in the countryside. |
