Research On Village Cadres Motivation Under The Background Of Rural Revitalization

At the 19 th National Congress,the Strategic Plan for Rural Revitalization(2018-2022)was officially released,marking the further compilation of the top-level draft of the rural revitalization strategy and the historical starting point under the new situation.In the process of rural revitalization strategy,village cadres have played a crucial role.They are committed to a series of most basic work,such as rural economic development,grass-roots party building,epidemic prevention and control,safety and stability,beautiful rural construction,term change,environmental protection,etc.They are the "spokesman" of the Party at the grass-roots level,the "leader" of rural revitalization,and the "steward" of the farmers.However,at present,most village cadres have some practical problems,such as less salary,narrow rising space,high work pressure and heavy workload,which weaken the enthusiasm of village cadres and directly affect the effective implementation of the rural revitalization strategy.Therefore,under the background of rural revitalization,how to further develop and optimize the incentive measures for village cadres,effectively improve the enthusiasm of village cadres,let more outstanding young people participate in rural construction,give full play to the subjective initiative of village cadres to participate in rural revitalization,and effectively improve the level of rural governance is one of the issues to be urgently discussed and solved at present.This article takes C town of T City as the research object,and carries out the investigation and research combining with my post work actual,referring to the two-factor theory and expectation theory involved in the management of the reference village cadres motivation,through the way of Literature Research,Questionnaire Survey,interview survey,in this paper,the village cadres under the relevant incentive theory to carry out a full range of research and discussion.To sum up the present situation and practice of the village cadres in C town of T City in respect of the treatment and guarantee,the encouragement and encouragement,the development and promotion,and the political care,and conduct in-depth interviews with the village cadres at present,and specifically organize the questionnaire,through the integration of the questionnaire data analysis of the current village cadres incentive policy formulation and implementation of the existing problems and reasons for an in-depth study,put forward from the idea level,the system level,the operation level three directions suggestions.Specifically,we should improve the design level of village cadres’ incentive policy from the concept level,adopt scientific management theory,and design relevant incentive measures systematically From the system level,we should perfect the concrete structure of the village cadre incentive system,and focus on the economic incentive,spiritual incentive,promotion incentive,welfare security,supervision and assessment;From the operational level to strengthen the effective implementation of village cadres incentive policy,optimize the operation mechanism,integration of incentive resources,combination of incentive measures.The paper puts forward some countermeasures and suggestions to further improve the incentive policy and measures in C town,which can provide useful reference for improving the application of the incentive policy for village cadres,adapting to the practice of rural revitalization strategy,and encouraging village cadres to work actively and enterprising,constantly strengthen the construction of village cadres to provide a strong reserve force for the rural revitalization strategy.
