| With the continuous development of China’s economy and society,the dual structure of urban and rural areas has led to various problems.The report of the 19 th National Congress of the Communist Party of China put forward the strategy of Rural Revitalization for the first time,aiming to establish and improve the system mechanism and policy system of urban-rural integration development,narrow the gap between urban and rural development,and accelerate the agricultural and rural modernization.With the continuous promotion of Rural Revitalization Strategy in recent years,China’s rural development has made certain achievements.Farmers’ lives are becoming more and more affluent,the rural environment is becoming more and more beautiful,and agricultural development is becoming more and more powerful.At the same time,we must be soberly aware that some of the grassroots cadres have weak ability,and they don’t want to do it,dare not do it,can’t do it and so on,which causes some rural development to fall into difficulties.Cadres are the key to the development of rural areas.To achieve the grand goal of Rural Revitalization,it is of great theoretical and practical significance to study the incentive of village cadres.In the past,academic circles have interpreted and studied the incentive problem of grassroots cadres and Rural Revitalization Strategy in many aspects,but most of the results mainly focused on the research on the incentive of public servants and the strategy of Rural Revitalization,and there was little research on the incentive problem of village cadres in Rural Revitalization.Based on the research of domestic and foreign scholars on Rural Revitalization and incentive of village cadres,this paper summarizes the concepts of rural revitalization,village cadres and incentive,uses the new public service theory,demand hierarchy theory,equity theory and reinforcement theory as the analysis tools,and takes the incentive of village cadres in Rural Revitalization of Mingshan District of Sichuan Province as the research object.Through questionnaire survey and in-depth interviews,we conducted in-depth interviews and exchanges with village cadres,village cadres,township leaders,the masses and other related objects,and obtained a lot of first-hand information.In the process of consulting the office materials of the Organization Department of the district Party committee and the District Civil Affairs Bureau,a large number of data and supporting materials have been obtained.This paper summarizes the main measures and effects of the incentive of village cadres in Mingshan district from five aspects of salary,reputation,development,security,supervision and restriction,and analyzes the problems existing in the incentive of village cadres in rural revitalization,such as insufficient salary incentive,limited role of reputation and love incentive,narrow development incentive,lagging security incentive and imperfect supervision and restriction.From the ideological level,the system level,organization level and mechanism level,this paper finds out the reasons for the problems in the incentive of village cadres.Finally,the paper puts forward countermeasures and suggestions from improving salary incentive,strengthening reputation and love incentive,broadening development incentive,improving security incentive,and strengthening supervision and restriction incentive,which provides a reference for the implementation of Rural Revitalization Strategy in China. |
