As a policy tool and implementation subject with Chinese characteristics,in the context of the struggle against poverty and perseverance,cadres stationed in villages have played a great role in effectively improving the poverty situation in rural China,linking the government and peasants in the dissemination and implementation of policies,integrating the forces of social pluralism and mobilizing the enthusiasm of peasants.After winning the battle against poverty,cadres in villages who have always been oriented towards poverty management have also undergone a shift in the orientation of their responsibilities,gradually transitioning to rural revitalization as the orientation of their tasks.At present,our country is in the transition from poverty alleviation to rural revitalization.How to better translate the advantages of village-based system into the effectiveness of rural governance by drawing on the good results of village-based system of cadres in the past constitutes the macro background and practical consideration of the Party and the government to encourage village-based cadres to take on the role.This research takes the rural revitalization of rural cadres in the village as the research object,chooses Guangxi A county with regional representation as the case,studies the rural revitalization of rural cadres in the village as the current situation and incentive mechanism,based on Deere comprehensive incentive theory,theory and field research combine to explore the rural revitalization of rural cadres in the village as an incentive mechanism,causes,and then puts forward countermeasures.It is found that the reasons for the inefficiency of the role of village cadres as an incentive mechanism include:mismatch between work and duty,high promotion limit effect and work pressure;Performance rewards are not set properly;Examinations are frequent and formal;Care motivates difficulties in implementation,etc.To this end,this paper combines the latest requirements of the central committee of the party for village cadres,and puts forward the optimization path from six dimensions,such as promoting work itself,encouraging work achievement,encouraging job performance,encouraging external rewards,rewarding expectations and institutional environment: first,clarifying the responsibilities of village cadres,reducing organizational red tape and optimizing the design of work tasks;Second,to change the concept of cadres,promote the self-identification of cadres stationed in villages,and cultivate the consciousness of advocating responsibility;Third,the quality of education and training should be improved and job satisfaction should be emphasized.Fourthly,we should implement the guarantee of cadres’ lives and optimize the ways of rewarding performance,and insist on the fair ways of encouraging them.Fifth,we should improve the performance appraisal system by improving the channels of promotion and transfer.Sixth,create an environment conducive to entrepreneurship,improve the joint scheduling mechanism,and improve the fault tolerance and error correction mechanism.
