| The rural revitalization strategy is a historic task related to the comprehensive construction of a modern socialist country,and is the general grasp of the "three rural areas" work in the new era.In the implementation of the rural revitalization strategy,rural development,rural construction and rural governance must be promoted in a solid and orderly manner.As the "vanguard" of rural revitalization and the link between the party and the government and the broad masses of peasants,village cadres have undertaken more and more important tasks.In this context,it is of great practical significance to fully mobilize the enthusiasm,initiative and creativity of village cadres and constantly stimulate village cadres to reform,innovate and take responsibility.Incentive is an important issue in public management,the behavior and activities of village cadres will change with the change of incentive mechanism,and a reasonable and systematic incentive mechanism will help village cadres fulfill their responsibilities in rural revitalization.This paper discusses the incentive system for village cadres,with a view to improving the construction level of village cadres and promoting high-quality rural development.Taking village cadres in County A in H Province as the research object,this paper uses incentive management theory,policy tool theory,new public management theory,and uses literature analysis method,questionnaire method and semi-open interview method to analyze the performance and effectiveness of the incentive mechanism of village cadres in County A of H Province,and the problems and causes of the incentive mechanism,and puts forward relevant suggestions for optimizing the incentive mechanism of village cadres in County A of H Province.The study finds that based on its own economic and social operation,County A has established an incentive mechanism for village cadres from four aspects: institutional environment incentives,treatment incentives,training incentives,and supervision incentives,and promoted a more reasonable structure of village cadres,continuous improvement of enthusiasm and ability to perform duties,continuous improvement of rural living environment,and continuous release of village collective economic vitality.However,through two sets of questionnaires for village cadre managers and village cadres,it is found that there are still deficiencies in the incentive mechanism for village cadres in County A,including insufficient driving force for salary incentives,narrow coverage of political incentives,lack of targeted training incentives,and limited supervision and incentive effects.These problems stem from the relative lag of the incentive concept in County A,the imperfect design of the incentive system,the lack of incentive element resources,and the lack of synergy of incentive measures.Therefore,countermeasures and suggestions are put forward from four aspects,such as optimizing the selection of village cadre incentive policies and tools,exploring and gradually improving the treatment of village cadres,strengthening the training and incentive of village cadres,and strengthening the supervision and incentive of village cadres,so as to provide a useful reference for optimizing the incentive mechanism for village cadres and the construction of grassroots cadre teams. |
