| The year 2020 is a critical period of building the moderately prosperous society,and the first centennial goal will be achieved with the continuous enhancement of comprehensive national power.At present,China’s secondary and tertiary industries are developing rapidly,but the development of rural areas is relatively slow.Therefore,the sustainable and healthy development of the rural society and its economy is of great importance.Village cadres are the link between the national government and the countryside,the main force of rural work and the most direct promoter of the work of"agriculture,rural areas and farmers",which are of great importance to our country.However,the enthusiasm of village cadres in many areas was seriously restricted by the problems include low salary,strong work pressure,and blocked promotion channels,etc.Therefore,establish and prefect the incentive method for village cadres is very important for the current rural development.In this study,the incentive issues for village cadres were mechanism systematically analyzed with the method of individual case study,which select S town(Suzhou city,Wujiang district)as the example.Based on practical conditions,S town has effectively integrated three approaches to enhance the motivation of village cadres:improving the salary standards for incumbent village cadres,strengthening the training and education of all village cadres,and increasing the promotion opportunities for young village cadres.This unique and innovative incentive system provides robust support for rural revitalization.At the same time,there are certain shortcomings in the current incentive mechanism for village cadres in S town.By examining the design and implementation,the research has found that there is an inadequate supply of economic rewards,limited channels for political promotion,insufficient motivational effects of spiritual incentives,and outdated social security standards.Furthermore,the study has analyzed the causes behind these issues,such as unreasonable distribution of salaries and bonuses,unfair opportunities for personnel development,unclear role assignments,and an incomplete welfare and social security system.The proposed addressing method in this study was shown as follow:further initiate reasonable salary policies;further smooth the position promotion channels;further improve the self-efficacy of village cadres;further improve the social security mechanism for village cadres.The proposed addressing method was relatively practical and reasonable,and was in the hope of providing references for further motivating the working enthusiastic of the village cadres;and expand the ideas for the incentive mechanism of civil servant,state-owned enterprise and public enterprise. |
