Study On The Problems And Remediation Of Rural Human Settlement Environment In Henan Province

In 2017,the 19 th CPC National Congress made a major decision and plan:implementing the rural revitalization strategy.One of the five important components of rural vitalization is rural ecological vitalization,and one of the important components of rural ecological vitalization is rural living environment improvement.In 2018 and 2021,the General Offices of the CPC Central Committee and The State Council issued action plans to address problems in rural living environment.In 2023,the No.1 document of the Central Committee pointed out: In the process of comprehensively building a strong modern socialist country,the most arduous and onerous task is still in the countryside.Therefore,the effect of the improvement of rural living environment has an important impact on the realization of rural revitalization and the construction of a modern socialist power.In recent years,under the active advocacy and strong support of the Party,the state and governments at all levels,all regions of China have carried out the work of rural living environment improvement,and achieved a lot of results.However,the research scope of domestic scholars is mainly concentrated in the eastern developed areas,concentrated in provinces and cities,domestic scholars on the central and western inland areas of the lack of research on counties and villages.Therefore,this paper studies Gao Tielu Village,Qiu Lou Village,Xing Zhuang Village and Xiao Ying Village in Bao Feng County,Henan Province,and the natural villages under their respective jurisdiction.Based on Marx and Engels’ statements on human and nature,and Chinese Communists’ statements on rural human settlements,this paper analyzes the current situation of rural human settlements in the villages under investigation with questionnaire survey and field research as the main method and comparative research as the supplement.It concludes that the villages under investigation have achieved the following results: Solid progress has been made in the renovation of toilets,the level of domestic sewage treatment has been improved,village planning has been carried out in an orderly manner,and infrastructure construction has been continuously improved.However,there are still some problems in the surveyed villages: weak participation of villagers,uneven improvement effect among villages,large gap of funds needed for renovation,low utilization rate of infrastructure,and lack of long-term improvement effect.The reasons include the lack of endogenous motivation of the villagers,the unscientific planning and layout of the villages,the insufficient investment of funds,the imperfect operation management and protection system,and the imperfect long-term improvement mechanism.In view of these problems existing in the surveyed villages,the following five countermeasures are proposed according to the theories related to the rural human settlement environment: Guide villagers to participate in the formation of joint construction,co-governance and sharing of the renovation pattern,according to scientific planning to guide the rural human settlement environment improvement,expand the channels of fund raising to help rural human settlement environment improvement,improve the operation management and protection system to promote rural human settlement environment improvement,establish a long-term improvement mechanism to guarantee rural human settlement environment improvement.In this way,it is not only conducive to promoting the orderly,long-term and sustainable development of rural residential environment remediation work,but also to further enhance the sense of gain and happiness of villagers.At the same time,it is also expected that these remediation measures can provide some reference for the remediation work of other villages similar to the villages investigated.
