Research On Comprehensive Management Of Rural Living Environments Of Neiqiu County

The years do not live,the seasons flow like a stream.Since the reform and opening up,with the great progress of China’s economic development,the production and living environment of urban and rural residents has also been greatly improved.However,with the rapid development of rural economy,the problem of rural living environments in China is becoming more and more serious.In particular,the treatment of domestic sewage and domestic garbage,the transformation of fecal toilets and the brightening of villages have gradually become the key and difficult points in the renovation of living environments.Carrying out the comprehensive improvement of rural living environments is an effective starting point and important content for the implementation of the rural revitalization strategy.The report of the 19 th CPC National Congress puts forward the goal of firmly implementing the "Rural Revitalization Strategy" and emphasizes the need to strengthen the construction of rural living environments.General Secretary Xi stressed: "build a beautiful countryside that is ecologically livable will enable the broad masses of farmers have more sense of gain and happiness in the revitalization of the countryside." The year 2021 is the opening year of the "14th Five-Year Plan" and the 100 th anniversary of the founding of the Communist Party of China.It is also a key year for Xingtai City to high-quality catch up with and surpass other advanced areas,highlighting the urgency and arduousness of the renovation of rural living environments.To implement the rural revitalization strategy and build an ecologically livable beautiful countryside,the key link is to take comprehensive and thorough measures to improve rural living environments,which is also an important topic for us to discuss.Taking this as a starting point,through the study of the renovation of rural living environments in Neiqiu County,Xingtai City,Hebei Province,this paper understands that Neiqiu County has achieved good results through a series of renovation measures.To sum up,it has promoted the construction of beautiful countryside;promoted the development of tourism in the whole region;promoted the improvement of rural customs and civilization;as well as tempered the work style of party members and cadres.However,the problems such as lack of scientific planning,unclear government responsibility,insufficient financial investment,low mass participation and weak supervision mechanism have seriously restricted the further consolidation and expansion of the renovation of living environments.Through on-the-spot investigation,and combined with the experience and enlightenment of the renovation of rural living environments in advanced areas in China,this paper puts forward corresponding suggestions and countermeasures in view of the problems in the renovation work of Neiqiu County.Namely: adhere to planning first,carefully draw a blueprint;clarify government powers and responsibilities,scientific and standardized promotion;diversified fund-raising,adhere to equal emphasis on construction and management;strengthen publicity and guidance to improve civilized rural style;improve the system mechanisms to consolidate governance results.It is hoped that under the premise of vigorously implementing the strategy of rural revitalization,it can provide useful reference and reference for some areas to carry out the renovation of rural living environments.
