The Optimizing Strategy Research Of Rural Living Environment Renovation In Zhuanghe City

In recent years,the Party Central Committee and the State Council have paid great importance to the renovation of rural living environment,and issued the proposal— "A Three-year Action Plan for Improving Rural Living Environment ",which clarified the six key tasks for the renovation of rural living environment,also namely,the promotion of rural household waste management and carried out toilet manure treatment,improved the treatment of rural domestic sewage in cascades,bettered the appearance of the village,strengthened the projects and management of the village,and consummated the construction and management mechanism.During the three years of rectification actions,governments at all levels have attached great importance to them.Through a variety of measures and means,the overall rural living environment has been greatly improved.However,due to the complex living environment in rural areas and the large amount of remediation work,the large amount of previous debts and the weak infrastructure in the countryside itself,there is still a certain gap between the current results and the requirements for building a moderately prosperous society in an all-round way.Sudden checking-job,frequent rebound,and unsound construction and management mechanism in a long term,also resulted the lack of stamina for the improvement of rural human settlements.How to more effectively promote the improvement of rural human settlements is a problem that governments at all levels need to consider and solve.This article takes Zhuanghe City,Liaoning Province as the research object.Zhuanghe City is a large agricultural county with rich ecological resources and is building a global tourism demonstration area.Since 2018,in accordance with the six key tasks of rural living environment renovation,Zhuanghe City has carried out the work on rural living environment renovation from dot to face through strengthening leadership,innovative guidance,and increasing investment.Dirty,chaos,and poorness in rural areas have been eliminated,and the rural living environment has been greatly improved.Combined with the related literature on both domestic and overseas rural living environment renovation,this thesis manages Human Settlement Environment Theory and Public Governance Theory to carry out research and analysis,which centered on Zhuanghe City’s rural human settlement environment improvement status,existing problems and its reasons.By scientifically formulating interview outlines and questionnaires,the thesis conducted both interviews and questionnaire surveys among relevant administrative departments at the three levels of Zhuanghe City,towns,and villages.Additionally,this thesis conducted field visits in some towns and villages to learn more about rural living environment in the area.Combined with the current successful experience of foreign developed countries and other regions in China,some measures are carried out to explore the practice of public governance theories,and propose solutions to solve cooperation and co-governance problems from government,society,market,and villagers.And the measures can optimize the strategy of rural living environment in Zhuanghe City,and then build a sustainable long-term governance mechanism.
