Research On Government Function In The Governance Of Rural Human Settlement Environment In Jianli City

Since the campaign to improve the rural living environment has been carried out,the longterm dirty and messy rural landscape has been changed,and the living environment in rural areas has been basically clean and orderly,and farmers’ views on environmental health have changed.However,at present,the overall quality of our rural residential environment is not high,there is also a problem of unbalanced regional development,compared with the better life pursued by the majority of farmers,there is still a certain gap,it also hinders rural development to a certain extent.Therefore,the research on government functions in the governance of rural human settlement environment is of great practical significance for improving the level of government governance,realizing the coordinated development of urban and rural areas,and improving the living standards of rural residents.In our country,the government at all levels is the main force in the governance of rural human settlements environment.In order to really promote the implementation of the work of rural human settlements environment governance,we must give full play to the leading role of the government.Therefore,we must pay attention to and solve the problems in the performance of government duties in the governance of rural human settlement environment.By sorting out the existing literature and taking the rural human settlement environment and government functions as the entry point,this paper proposes that the government should perform four functions in the governance of rural human settlement environment,namely policy formulation,overall coordination,investment,supervision and assessment.On the sustainable development theory,public goods theory,new public service theory as the foundation,the integrated use of literature research,investigation,analysis and comparative research.Combined with the status quo of rural human settlements governance in Jianli City,this paper studies the government’s performance of its duties in the governance of rural human settlements in Jianli City,and reveals the existing problems in the government’s performance of its duties in the governance of rural human settlements in Jianli City through questionnaires:low efficiency of department implementation,inadequate supervision and assessment,imperfect policy content,insufficient capital investment,etc.Drawing on the experience of domestic and foreign governments in the governance of rural human settlements in Tokyo,Washington,Seoul,Beijing,Hefei,Tumen,etc.,the paper draws inspirations for Jianli from the aspects of clear division of responsibilities,construction of long-term management and protection system,improvement of environmental governance policies and institutions,and expansion of financing channels.On this basis,the paper gives suggestions on the improvement of government functions in the governance of rural human settlement environment in Jianli City,including strengthening cooperation between departments,strengthening communication and cooperation,improving the quality of department staff,and strengthening the training of professional personnel.Improve the longterm environmental protection mechanism,improve the normal supervision and management,form a reasonable reward and punishment mechanism,and guide the participation of multiple subjects;Improve environmental governance policies,refine policy content,improve policy feasibility,and strengthen policy constraints;We will improve the funding guarantee system,increase fiscal support,expand the source of funds and improve the efficiency of the use of funds.In order to provide reference for the government to perform its duties in the governance of rural human settlement environment in Jianli City in the future,enhance farmers’ sense of well-being,identity,and obtain,lay a foundation for the realization of the rural economic and social development.
