Research On The Improvement Of Tourism Area Rural Human Settlement Environment From The Holistic Government Perpective

The improvement of rural residential environment is a "three rural" issue that is mainly solved under the background of implementing the rural revitalization strategy.It is an important way to build a beautiful and livable village in the new era,and also an important measure to improve the rural ecological environment and improve the quality of farmers’ residential environment.In recent years,under the high attention of governments at all levels,the renovation of rural residential environment has been comprehensively carried out from point to face,forming various rural residential environment renovation models with local characteristics,and achieving phased governance results.However,due to the specialized division of labor in the government organization system and the project-based supply mode of rural public services,the current rural human settlements renovation not only involves a large number of government departments,but also the lack of overall coordination of the relevant policy support system in the process of governance,and the lack of coordination among the governance subjects,leading to the serious fragmentation of governance problems in rural human settlements renovation.The renovation of rural residential environment is still at the stage of single renovation,and it is difficult to achieve the overall improvement of the renovation effect.This study is based on the holistic government theory,and selects typical case of rural human settlement environment renovation in characteristic protection villages-Huangguoshu tourist area to carry out the governance process of rural human settlement environment renovation as a case study.This paper adopts the literature research method and investigation study method,and on the basis of collating and analyzing the collected literature and research data,deeply analyzes the Cross-agency Collaboration dilemma,fragmentation dilemma and sustainability dilemma of Huangguoshu tourism area in rural human settlements renovation,And analyze its causes.Finally,from the perspective of the theoretical framework of the holistic government,the paper puts forward specific suggestions to improve the tourist area rural human settlements from three aspects,namely,building a comprehensive policy support framework for tourist area rural human settlements,building a Cross-agency Collaboration mechanism for rural human settlements,and establishing a sound policy support system for tourist area rural human settlements,and integrating tourist area rural human settlements into the governance network of Cross-agency Collaboration governance,It is conducive to the holistic governance of tourist area rural human settlements and the formation of a long-term governance mechanism.
