After the reform and opening up,the living standards of farmers have been improving,but the problem of rural living environment has become increasingly serious.Farmers directly discharge production and domestic waste and sewage into the surrounding environment,polluting rural water sources,air,and soil,which has a negative impact on the quality of life,physical health,and production activities of farmers.In response to this situation,the country has included the rural living environment in the scope of governance,and has issued policies to rectify the rural living environment.However,the important problem facing rural living environment rectification at present is the insufficient participation of farmers.This is related to the weakening of rural social mobilization after the implementation of village autonomy,tax reform,and other measures since the reform and opening up.The control of the state power over villages has been continuously weakened,and the compulsory dependence and highly integrated rural pattern between farmers and the state have been broken,and the dependence relationship between farmers and collectives has been further weakened.However,in recent years,with the implementation of the poverty alleviation and rural revitalization strategies in rural areas,a large amount of resources have flowed into the countryside,which has put forward new requirements for the participation of farmers.As the dominant resources,the state power has penetrated into rural society at a deeper level.In this context,how to mobilize villagers to participate in rural living environment rectification has become an important issue in rural environmental governance.This study first provides a systematic exposition of the current situation of rural living environment rectification in M town.The rectification mainly involves the treatment of rural domestic waste and the improvement of village appearance.The main problem currently facing rural living environment rectification in M town is the insufficient participation of villagers.Social mobilization is needed to promote villagers’ participation in rural living environment rectification.Secondly,a complete description is given of the generation of social mobilization in M town’s living environment rectification.The social mobilization for M town’s living environment rectification is generated from top-down mobilization within the system.M town initiates mobilization of rural society through documents,meetings,and assessments.Through an investigation of the social mobilization process in rural living environment rectification in M town,this study found that the social mobilization initiated by the town government can be divided into two stages: first,mobilization of village cadres by the town government;second,mobilization of villagers by village cadres.In the first stage,the town government administratively controls village cadres by implementing target responsibility management and paying rewards,and village cadres are incorporated into the administrative system and subject to the town government’s power.The first stage of mobilization also includes mobilization of public welfare personnel,which is based on a patronage relationship.Under the town government’s administrative orders,village cadres and public welfare personnel are compelled to participate in the social mobilization action framework for rural living environment rectification,and the town government mobilizes village cadres and public welfare personnel through administrative mobilization,demonstration mobilization,and propaganda mobilization.In the second stage,based on the relationship network constructed by human feelings,face,and other factors in rural society,village cadres use emotional and rational appeals to mobilize villagers to participate in rural living environment rectification.This is a formal power operating informally.Based on the analysis of the mobilization foundation,practice,and process of social mobilization for rural living environment remediation in M town,this study found that the significant effect of social mobilization by the township government is due to its establishment of villager’s identification with the mobilization target,based on institutional resources and local resources.This both promotes villagers’ participation and integrates rural society.The township government requires quasi-administrative village cadres to mobilize villagers,integrating the sentimental ethics of rural society.During the mobilization process,village cadres build villagers’ understanding of the mobilization target based on government power and social customs,forming village public opinion about the mobilization target.Under group pressure,more and more villagers comply with and recognize the mobilization target.As consensus is reached on the mobilization target,villagers construct a sense of identity with the village.The rural order gradually stabilizes,promoting the integration of rural society. |
