Research On Social Mobilization Path In The Improvement Of Rural Living Environment

With the development of economy and society,people’s demand for a better life is gradually increasing.As the place where nearly 600 million farmers live in China,the dirty,chaotic and poor rural living environment restricts the immediate living standard and happiness index of farmers,and hinders the high and quality development of the society.Since 2009,the state began to pay attention to and solve the rural environmental problems,along with the rural revitalization strategy and rural construction campaign gradually in-depth implementation,rural human settlement environment has become the current rural revitalization of the prominent short board.The state has invested a lot of institutional and resource support in improving the rural living environment,and in the next five years,a five-year campaign will be launched to improve the rural living environment.Whether from the current situation of China’s rural development,or the country to improve the rural human settlement environment issued a variety of policy guarantees,the rural human settlement environment has risen to the level of political task,improve the rural human settlement environment is imminent.Based on eastern D county as a case to rural revitalization as the background,from the perspective of social mobilization to discuss how the governments at all levels from top to bottom,farmers to develop rural human settlements environment regulation and the other how to mobilize the object is mobilized to participate in the bottom-up,thus to build a beautiful livable rural target and action.In the process of social mobilization,the operation process,deficiency and improvement path of each mobilization related parties.Research shows that: based on the rural residential environment improvement action plan for three years,such as rural revitalization of related policies,the local government administrative pressure and resource benefits induced by target assessment,begin from 2018,D county government started the rural residential environment renovation work,after three years of efforts,the rural residential environment improved significantly,social mobilization and achieved certain results.As the main body of mobilization,the local government’s mobilization ability has been steadily improved,and the enthusiasm of farmers and other mobilization objects to participate is gradually rising.In the process of interaction,the mobilization mechanism and strategies are gradually improved.But in the actual operation process,there are still some problems in top-down environmental policies in the country under pressure,in the process of social mobilization in the target alienation appeared deviation from the policy requirements and practice,the mobilization mechanism of sustainability,mobilization form focused on local small scope,main body of a single,etc.The reasons are as follows: in the aspect of mobilizing the main body,the thinking of the all-around government,the "adding layers" in the environmental remediation policy,and the lack of the national power in the remediation process;In the aspect of mobilization object,there are insufficient endogenous mobilization foundation,villagers’ participation consciousness and social power in rural society.At the level of mobilization methods,there are some problems in the result assessment,such as "one-size-all",the typical operation of the grass-roots government to welcome the evaluation,and the unsustainability of social mobilization.Therefore,in order to truly implement the policies of rural living environment remediation to help rural revitalization at the grassroots level and improve people’s lives,social mobilization subjects need to change their all-around thinking,mobilize multi-subjects to participate,build rural society with people,and enhance their mobilization ability;The object of mobilization should form a sense of ownership,construct a common sense,and absorb the precise participation of social organizations.In the way of mobilization,a community of the party and the people should be formed,with the rights and interests of farmers as the center,and a mobilization mechanism of interaction between the upper and lower levels should be formed.
