The Study On The Optimization Of Rural Living Environment Improvement In Wuxi City

The Chinese society has been localism for the past thousands of years,and villages are the important carriers of the folk culture,which embodies the beautiful homesickness of generations of people.The report of the 19 th National Congress of the Communist Party of China put forward the rural vitalization strategy.For the majority of rural areas,with the continuous increase of rural residents’ income,a beautiful and livable rural living environment has gradually become an important part of rural residents’ growing needs for a better life,and this need has become increasingly urgent.Under the general background of the nationwide rural living environment renovation,it is not only the general trend,but also the practical need to carry out rural living environment improvement in Wuxi-as a rapid urbanization region.Firstly,from the perspective of rural living environment improvement in Wuxi,this paper defines the concept of rural living environment and integrated urban-rural development,focuses on the construction of the overall governance system of rural living environment and the mobilization and integration of multiple subjects,and selects the Holistic Governance Theory and Collaborative Governance Theory as theoretical tools.Secondly,this paper analyzes the background and policy basis of rural living environment improvement in Wuxi,exploring the 4 aspects of the background-the economic foundation of urban-rural integration,the social direction of "anti-urbanization",the environmental base as a Jiangnan water town and the endogenous power of affluent life,as well as explaining 3 levels of policy basis-National level,Jiangsu province level and Wuxi city level.Thirdly,for further research,this paper selects H Street-the main agriculture-related street in X District with the highest urbanization rate in Wuxi-as the study object.Based on the field researches and interviews with relevant people in H Street,this paper obtains real data and reliable information,expounds the content and mechanism of rural living environment improvement in H street and analyzes the fact that it builds a beautiful village and develops the economy of agriculture,culture and tourism by carrying out the pair construction,the spatial layout arrangement and the project responsibility system,which contribute to some achievements on the improvement of its rural living environment.Meanwhile,this paper analyzes its realistic difficulties such as low investment in rural human and financial resources,difference in the effectiveness of governance,widespread phenomenon of "focusing on construction and neglecting management and protection",and low participation of villagers.In addition,it analyzes its constraints that cause these difficulties,e.g.the positioning of its development zone is limited to the rural infrastructure improvement,its fragmentary renovation lacks systematic renovation content,the long-term management and protection mechanism is defective and the renovation is noncontiguous and the villagers’ master consciousness is not motivated.Finally,through the above analysis,this paper discusses the practical rural living environment improvement strategy from H Street to the whole Wuxi City,takes the construction of the holistic governance system for rural living environment as the overall goal and provides the following suggestions: Improving the support for government investment,the support for organizations of agriculture related departments,the support for rural residents at the community level,and strengthening the high-quality support for policy resources in rural areas;In combination with rural ecological resources,green industry cultivation and rural collective economy development,coordinating the overall development of agricultural and rural production and living;Building a system of evaluation standards,guiding the participation of multiple entities,and promoting the intelligent supervision,so as to form a long-term governance and protection mechanism for cooperation between multiple entities;Improving the villagers’ self-governance and two-way communication mechanism,cultivating the Wu culture to enhance cohesion,clarifying the incentive mechanism and punishment rules of village regulations and covenants,and stimulating the villagers’ home consciousness to participate actively.The goal of this paper is to provide some reference for Wuxi to continuously improve the rural living environment improvement strategy,and moreover,to provide reference and experience of rural living environment improvement for the Southern Jiangsu Province and even other regions with rapid urbanization process in China.
