| Modernization of the national governance system and governance capacity is an important issue in China,with rural areas being the top priority.A beautiful rural residential environment is the foundation for implementing the rural revitalization strategy,an important guarantee for promoting the modernization of rural governance capabilities,and also the goal and direction for achieving a modern and beautiful countryside.Therefore,it is of great practical significance and value to study the governance of intelligent residential environment in rural areas.As a representative of typical villages in northern Shanxi,Beisanquan Village follows the principle of adjusting measures to local conditions,takes "Internet plus" as the basis,innovatively explores a new model of rural human settlement environment governance,implements grid management and intelligent assistance throughout the village,strives to achieve beautiful villages,clean courtyards and clean houses,takes the lead in taking the step of intelligent rural transformation,and becomes a model area of "digital countryside" in Xinzhou City.This article takes Beisanquan Village as an example,using methods such as literature analysis,case analysis,and survey research,and taking the rural revitalization strategy as the background,conducts research on its intelligent residential environment governance.Based on frontline work practices,it combs its current situation,clarifies its existing problems and causes,and proposes targeted countermeasures and suggestions.With a view to assisting rural revitalization and achieving modernization of rural human settlements governance,contributing intellectual support.In addition to the introduction and conclusion,the main body of this article consists of four chapters: Chapter 1: Overview of rural human settlements governance.Clarify the core concepts and relevant theoretical connotations of this study,and explore the relationship between smart villages and rural human settlements governance,laying a solid theoretical foundation for this study.Chapter 2: The current situation of rural intelligent residential environment governance in Beisanquan Village.Sort out the basic situation and main measures of intelligent rural residential environment governance,and conduct analysis and research on relevant results.Chapter III,Beisanquan Village,rural intelligent residential environment governance issues and reasons.Based on the research,it is believed that there are five existing problems: first,insufficient domestic waste transfer and treatment capacity,second,insufficient infrastructure beautification,third,insufficient participation of the main body in the improvement of the human settlements environment,and fourth,more prominent light pipe issues in the reconstruction of the project.Fifth,the institutional mechanism for improving the human settlements environment is not perfect.There are five corresponding reasons: first,insufficient overall planning and coordination;second,insufficient publicity and mobilization;third,lagging rural planning work;fourth,the lack of subjectivity of village organizations and villagers;and fifth,insufficient government investment.Chapter 4: Countermeasures to promote the governance of rural human settlements.Based on the above research and frontline work practices,five countermeasures are proposed: first,strengthen the implementation of responsibilities,and promote overall coordination;Second,strengthen publicity and give play to the exemplary role of Party members;Third,adhere to planning guidance and build a scientific planning system;Fourth,increase guidance and innovate incentive methods;Fifth,actively strive for funds and improve infrastructure construction. |
