| The governance of rural human settlements environment is not only an important task to comprehensively promote rural revitalization,but also an important embodiment of creating a beautiful and livable village centered on villagers.In the context of emphasizing the new era of ecological civilization construction,the Party and the government have paid great attention to the improvement of rural living environment,regarded improving rural living environment as an important measure to improve people’s livelihood and realize the great rejuvenation of the Chinese nation,made important deployment decisions on the rural revitalization strategy,and put forward higher requirements for China’s new rural construction and the next planning and development.Whether in the "Five-Year Action Plan for Improving the Rural Human Settlement Environment(2021-2025)" issued by China,or in the Central Rural Work Conference on the deployment of the "three rural areas" work,the party and the state have repeatedly issued orders to promote the comprehensive revitalization of rural areas to take the improvement and improvement of rural living environment as the starting point,clarified the implementation path and implementation measures for in-depth promotion of rural living environment improvement,and drawn a clear blueprint for further improving the rural living environment and building a beautiful new countryside that is livable.However,there is still a big gap between the overall level of China’s rural living environment and the people’s demand for a better living environment,for example,villagers’ enthusiasm for participating in governance is not high,governance funds are not sufficient,long-term management and protection mechanisms are not perfect,and villagers’ awareness of environmental protection is not strong.Improving the living environment in rural areas is not only a tough battle,but also a protracted battle.On the one hand,it is necessary to strengthen the leadership of grassroots party organizations over the governance of the human settlements environment and give play to the active leading role of party members and cadres.On the other hand,it is necessary to improve the mechanism for farmers to participate in governance,give play to the role of the people as the main body,and create a positive atmosphere for all employees to participate in the governance of the living environment.How to improve rural governance more effectively,enhance the ability and efficiency of rural living environment governance,create a beautiful and livable rural environment,and improve the happiness of farmers is the issue that this article wants to explore.Therefore,taking Xiushui County as an example,according to the results of field investigation,this paper first finds out some problems in the current process of human settlement environment governance in Xiushui County,then analyzes the reasons for these problems,and then discusses how to further improve the rural living environment in view of the problems existing in the current governance work,combined with the requirements of rural revitalization on rural living environment,so as to put forward feasible countermeasures and suggestions for human settlement environment governance in Xiushui County. |
