On The Governance Of Rural Human Settlements Under The Strategy Of Rural Revitalization

Over the past 40 years of reform and opening up,China’s social and economic development has advanced by leaps and bounds.However,the countryside seems to be a forgotten corner and has been serving the output of urbanization,resulting in an excessively large gap between urban and rural areas.In order to promote the coordinated development of urban and rural areas,the Central Committee of the Communist Party of China and the State Council issued the "Strategic Plan for Rural Revitalization(2018-2022)" in 2018.The plan clearly proposes to build ecologically livable and beautiful villages.Subsequently,in the "Three-year Action Plan for the Improvement of Rural Human Settlement Environment",the core indicators of the rural human settlement environment were clearly refined,and it was proposed to give full play to the role of multiple actors and effectively improve the rural human settlement environment in a balanced manner.This article takes Xihe Village,Huangchi Town as the research object,combines the literature foundation of domestic and foreign research,based on governance theory,networked collaborative governance theory and ecological theory,through full participation in governance,in-depth interviews and questions and answers,etc.,to Xihe Village,Huangchi Town Investigate and study the governance of rural human settlements.This article elaborates on the specific practices of Xihe Village,Huangchi Town in accordance with the "Three-year Action Plan for the Improvement of Rural Human Settlement Environment"in terms of domestic garbage removal,domestic sewage treatment,village planning and preparation,and village appearance improvement.It is in organization and management,Villagers’ participation,capital investment and other experience and practices have certain reference significance for villages with relatively weak collective economy.However,compared with advanced regions,there are still shortcomings,such as a single governance body,insufficient funding sources,incomplete related mechanisms,lack of supervision bodies,and low governance technologies.Through an in-depth analysis of the existing problems in the governance of rural human settlements in Xihe Village,Huangchi Town,the author puts forward corresponding countermeasures corresponding to the root of the problem,and explores the formation of a set of multi-subject co-governance,sufficient capital investment,perfect related mechanisms,effective supervision models,and governance technologies The improved scientific governance model of the rural human settlement environment realizes a mutually beneficial and virtuous cycle of rural revitalization and the human settlement environment,effectively improves the living standards and living quality of farmers,and realizes the overall development of urban and rural areas and sustainable rural development.
