| Improving the rural living environment and building a beautiful and livable township is an important task in the implementation of the Rural Revitalization Strategy.In recent years,under the background of implementing the Rural Revitalization Strategy,the governance of rural human settlements,as an important part,has increasingly become the focus of governments at all levels in the field of agriculture.Policies and measures related to the governance of rural human settlements have been intensively implemented;the rural environment throughout the country has been significantly improved.However,while seeing the good achievements of rural human settlements,we can not ignore the problems still existing in the process of governance,such as insufficient planning,unbalanced promotion,lack of in-depth governance and so on.Only by thoroughly solving these difficult problems can the governance achievements of rural human settlements be comprehensively and continuously consolidated.Based on the implementation background of Rural Revitalization Strategy,taking T district of T City as an example,this paper studies the governance of rural human settlements in recent years.On the basis of full investigation,the author summarizes and sorts out the current situation of rural residential environment governance,deeply analyzes the main problems and reasons.Meanwhile,with reference to the advanced and typical cases of rural human settlements governance in China and combined with the characteristics of T City,the author puts forward the optimization countermeasures.This paper consists of five parts.The first part is the introduction,which mainly introduces the research background and significance,sorts out and reviews the research status at home and abroad,determines the research method and framework,and puts forward the research innovation and shortcomings.The second part is the related concepts and theoretical basis.It mainly introduces the three main concepts of Rural Revitalization Strategy,rural human settlements and rural human settlements governance;it also expounds the human settlement environment theory,public governance theory and new public service theory,which form the theoretical support of this paper.The third part analyzes the main measures and operation mechanism of rural human settlements governance actions taken at the T district in T City in recent three years,and summarizes the overall results achieved by consulting the government website materials,discussing with the staff of relevant units,and accessing archives.The fourth chapter selects three representative villages according to the classification of different types of villages with good,general and poor location conditions and economic development level.Questionnaire survey,field investigation and on-site interview are used as examples for key analysis.According to the actual investigation of the current situation of village governance and the integration of the overall governance at the district level,it is found and summarized that the village planning is insufficient,the governance effect is unbalanced,the governance rights and responsibilities are scattered,and the villagers’ awareness of participation is not strong.After analysis,the author believes that the main reasons are the lack of planning leading concept,the unbalanced development of village collective economy,the imperfect multisectoral cooperation mechanism,and the poor effect of village level organizations.In the fifth chapter,based on the full analysis and reference of the typical experience of the "ten million project" in Zhejiang and the treatment of human settlements in Shouguang,Shandong Province,in view of the above problems,the author puts forward that the above problems can be solved by promoting the improvement of planning,three-dimensional promotion of system construction,strengthening diversified capital investment,strengthening the construction of grass-roots organizations,and deeply promoting the construction of rural civilization,so as to consolidate the achievements of rural human settlements in T city and bring some reference to the third and fourth tier cities with similar development level. |
