Research On The Governance Of Rural Residential Environment In Tangcun Town Under The Background Of Rural Revitalization Strategy

Rural living environment is an important foundation for rural social and economic development.To build a beautiful and ecologically livable village is a long-term plan that is related to the well-being of farmers and the future of the nation.In recent years,China’s rural economy has developed rapidly,the overall appearance of the countryside has taken on a new look,and the production and living standards of farmers have been constantly improved.But with the rapid development of rural economy,the old rural ecological balance system has been destroyed.The development of rural people’s housing conditions,living environment and infrastructure construction has appeared an extremely unbalanced situation.The governance level of rural living environment in China can not kept pace with the pace of economic development.The rural infrastructure is not well-prepared,the conditions of living environment are bad,and there are other existed problems in rural areas.In order to better promote the governance of rural living environment and build a beautiful and livable countryside,the report of the 19 th National Congress of the CPC in 2017 proposed for the first time the implementation of the rural revitalization strategy,in which improving the rural living environment and building a beautiful and livable countryside became the top priority.The CPC Central Committee attached great importance to the governance of rural living environment,and under the high attention of governments at all levels,solid and orderly progress has been made in garbage revolution,sewage revolution and toilet revolution,so that the rural living environment has been greatly improved.However,restricted by various conditions such as rural living environment,government intervention,farmers’ recognition,governance mode and lagging ability,there are still many difficulties and problems in the specific implementation process of rural living environment governance.How to carry out the rural living environment governance faster and better will be a problem worthy of in-depth study for a long time in the future.This article is under the background of implement the strategy of rejuvenating the country and around the current situation of the rural residential environment development and implement the strategy of revitalizing rural challenges for rural people’s living environment governance,combined with a general representative tangcun manage practice of the rural residential environment,tangcun basic situation,the rural residential environment governance main methods and problems appeared in the process of environmental governance makes a deep research and analysis,and draw lessons from the research scholars at home and abroad about the rural people’s living environment of governance experience,tangcun are analyzed in a series of problems of the rural residential environment in the process of governance.The first part includes the research background,significance,the definition of the strategy of rejuvenating the country,rural living environment and the concept of rural living environment governance,combed the research scholars at home and abroad on the rural residential environment governance of literature review,this paper introduces the present situation and experiences of rural living environment governance at home and abroad,puts forward the research ideas and methods of the rural residential environment governance of tangcun,and analyses the innovation of the research and the insufficiency.For the second part,the basic situation of tangcun earnestly will be analyzed,the main methods of the government on the rural residential environment governance of the tangcun in recent years will be combed.From the improvement of village appearance,garbage management,toilet reform,ditch pond ditch four beautiful rural pilot project construction management,analysis will be taken in the following aspects.In the end,the effectiveness of governance for the tangcun rural living environment will be confirmed.The third part,on the basis of field visit and questionnaire survey,the problems appeared in the process of the rural residential environment governance of tangcun will be pointed out,which mainly reflects in the problems like weak management foundation,the narrow management concept,fragmentation of the governance body,etc.,and the problems detailed analysis as well as the causes of the rural residential environment governance issues of tangcun will be pointed out: The fund channels for environmental governance are single and insufficient,the expression mechanism of farmers’ demand for public services is insufficient,the governance bodies fail to form benign cooperation,the environmental governance capacity of grassroots governments is insufficient,and the incentive mechanism and supervision mechanism of environmental governance are absent.The fourth part,in view of the problems appeared in the process of the rural residential environment governance of tangcun,through access to books,learn and practice the experiences at home and abroad,and on the premise of implementing the strategy of rejuvenating the country,combine with the local reality,the rural residential environment governance of tangcun puts forward several Suggestions and countermeasures,namely through resource integration providing guarantee funds for environmental governance,through building environment governance idea promoted to fort,promote the environmental governance mode and ability of modernization and strengthen the propaganda of environmental protection consciousness of the farmer’s behavior and guidance,establish and improve the environmental governance mechanism and supervision mechanism.Based on the analysis and research on the governance of rural living environment in Tangcun in this paper,it is hoped that the theory can be applied to practically improve the rural living environment,which has practical significance for accelerating the implementation of rural revitalization strategy and building beautiful and livable villages in Tangcun.
