| In 2017,the CPC held the 19th National Congress,based on the new era and new orientation,and put forward the strategic layout of rural revitalization for the first time.As an important starting point to achieve the general requirements of rural revitalization of "prosperous industry,livable ecology,civilized township style,effective governance,and affluent life",the governance of rural residential environment has set off an upsurge.The majority of party members are good at doing well,and the environmental health situation in rural areas has been improved,Farmers’ awareness of environmental hygiene has improved,and the quality of life of rural residents has significantly improved.However,due to the long-standing Urban-rural dual structure,there are many obstacles and difficulties in the practical process,and there is still a significant gap between the practical results and the needs of farmers for a better life.At the key point in the new journey of comprehensively building a modern socialist country,the living environment in rural areas remains one of the shortcomings that constrain the comprehensive development of rural economy and society.On the basis of sorting out the theories and models in relevant fields,this article analyzes the relevant concepts and standard systems of rural living environment governance.Combined with reality of work,taken W County as the research object,the comprehensive application of new public service theory,collaborative governance theory,and other theories has analyzed the governance status of W County from multiple dimensions.A satisfaction survey questionnaire is distributed,and the Analytic Hierarchy Process,Fuzzy Comprehensive Evaluation,and Four Quadrant Analysis methods are used to obtain a comprehensive satisfaction score of 3.34 points for rural environmental governance in W County.The villagers are relatively satisfied with the current governance effect,and W County has achieved certain results in rural living environment governance.Meanwhile,the three indicators of sewage treatment cost,toilet fund cost,and garbage treatment cost are the main factors that constrain the satisfaction of villagers in W County.Furthermore,starting from building a collaborative governance mechanism,optimizing industrial structure,improving long-term management mechanism,improving fund investment mechanism,and establishing and perfecting a supervision and management system,a effective promotion path under the new situation and new era is proposed,with the aim of giving some enlightenment to the comprehensive implementation of the rural revitalization strategy in W County. |
