| To actively deal with the current problems of "fewer children" and "aging" faced by China,the state has allowed each couple to have three children since the second half of 2021.Presently,domestic scholars still pay less attention to the factors affecting fertility willingness and the study of fertility security policy.In particular,relevant research currently focuses on issues at the national and provincial levels,and the targeted research at the municipal level is even more insufficient.This paper takes the reproductive age population in Wuhu,a representative city of the Yangtze River Delta urban agglomeration,as the research object and studies the influencing factors and the policy guarantee of the reproductive age population under the background of the Three Children’s New Policy by using the methods of literature research and investigation.The survey results show that the current "number of willing children" of individuals is mainly concentrated in the two options of "one child" and "two children," and the willingness of three children to have children is generally low.The influencing factors of fertility willingness can be condensed into three factors: family,economy,and society,which significantly correlate with the number of willing children.Among them,economic and social factors can explain nearly half of the changes in the fertility intention of three children.The author made a comprehensive investigation and in-depth analysis of Wuhu’s current maternity security policy.The research results show that the general satisfaction of the population of childbearing age with the current local fertility security policy is not high.Still,the response to the improvement measures,including subsidizing childbearing costs and improving medical security,is very positive.The author puts forward seven suggestions for the optimization and improvement of the maternity security policy from the economic and social aspects,including the optimization of the policy of renting houses and purchasing houses and the expansion and improvement of the coverage of maternity subsidies.This study provides empirical evidence for the improvement of local fertility security policies.The crux of the current low fertility desire of the population of childbearing age is determined,which is conducive to the further optimization of the layout of fertility security policy. |
