The "only child" policy has been implemented in China for more than 30 years,although in a certain period of time,it has achieved effective control of the rapid growth of the population.However,the implementation of this policy has also brought about the emergence of negative issues such as imbalanced population structure and population aging.The academic community believes that China’s population policy is not only a violation of humanitarianism,but more importantly it cannot control and solve the population problem of our country.This policy has been criticized by the academic community.To this end,our country has implemented a “separate two-child policy” transitionally,but it has not received a good response.Therefore,in 2016,China implemented a “two-child policy” and implemented two children as compared to a single child.In terms of improvement,it remains to be seen whether this policy can be more widely responded and implemented in depth.In this paper,based on the Theory of Planned Behavior,the factors that affect fertility desire are analyzed.From the three aspects of behavior attitudes,supervisory norms,and perceptual behavior control,seven assumptions are proposed,namely policy attitude,policy change,and the surrounding environment.Age,income,etc.,establish a linear regression model,analyze whether the hypothesis is established,and analyze their influence on fertility intention.In addition,this paper also uses survey and analysis methods to study the needs of the child-bearing age population for social support measures.In terms of policy advice,through the previous survey results and data analysis,combined with the experience of foreign social support for fertility policy,from the increase of government measures Interventions,optimizing the allocation of medical resources,guaranteeing basic education,improving the employment atmosphere,and improving the social insurance and welfare system put forward corresponding policy recommendations in five areas.
