Research On The Role Of The First Secretary In The Village In The Process Of Poverty Alleviation And Rural Revitalization

As a major strategic decision put forward by the Party Central Committee,the first secretary system in the village is an important rural practice to promote the modernization of national governance capacity.Considering the logical relationship between poverty alleviation and rural revitalization,summarizing the role of the first secretary in the two stages can provide policy suggestions for the optimization and adjustment of the first secretary system in the village in many aspects such as governance concept,policy plan and action plan.Therefore,this paper takes 2020 as the time node,and regards the role of the first secretary in the village as a continuous dynamic process,including two stages:poverty alleviation and consolidation and expansion of poverty alleviation achievements and rural revitalization.Based on the data of Jiangxi Rural Revitalization Strategic Think Tank established by the joint survey of Peking University and Jiangxi Agricultural University in 2018 and the special tracking survey data of the first secretary in the village,the OLS model and Logit model are used to empirically analyze the impact of the first secretary’s assistance in the village on farmers’ poverty alleviation.With the help of QSR NVivo12.0 qualitative analysis software,the text of 224 provincial units stationed in villages in Jiangxi Province from 2021 to 2022 was coded,and the grounded theory analysis was carried out.On this basis,through the multi-case analysis of the typical case villages of the first secretary stationed in villages in Jiangxi Province,the role of the first secretary stationed in villages in consolidating and expanding the achievements of poverty alleviation and rural revitalization was discussed.The results show that the first secretary in the village plays a role in poverty alleviation of farmers.(1)The measures taken by the first secretary in the village to help the grassroots economic development and infrastructure construction have optimized the development environment of the village.Among them,"blood transfusion" assistance measures have significantly promoted the poverty alleviation of farmers,and "hematopoietic" assistance measures need long-term implementation to solve the poverty problem;(2)The higher the level of the first secretary of the village and the longer the number of days in the village,the more conducive to poverty alleviation;(3)The education level of the first secretary in the village has a positive impact on the reduction of the poor population,but it has no significant positive impact on the completion rate of the "health and hygiene" and "education and culture" assistance work;(4)The age of the first secretary in the village does not have a significant impact on the reduction of the poor population,but it has a significant negative impact on the completion rate of "health and hygiene" and "education and culture" assistance.The role and efficient mechanism of the first secretary in the village to consolidate and expand the effective connection between the achievements of poverty alleviation and rural revitalization.(1)In the process of consolidating and expanding the effective connection between the achievements of poverty alleviation and rural revitalization,the first secretary of the village plays a role in industrial development,infrastructure,living environment,rural civilization,governance level,poverty monitoring and household measures;(2)Resources and social responsibility provide the internal basis for the first secretary’s assistance in the village,the mutual bridging of formal system and informal system determines the field logic of the first secretary’s assistance in the village,assessment and self-interest constitute the action preference of the first secretary’s assistance in the village.Based on the above conclusions,the following suggestions are put forward: first,optimize the resource disposal right of the first secretary in the village,and improve "hematopoietic" ability of poverty-stricken farmers and villages;Secondly,balance the resource allocation of the first secretary of different levels of units in the village,and seek the relative balance of the village support mechanism;Third,optimize the two-way mutual selection system and improve the matching degree between the first secretary in the village and the assigned village;Fourth,strengthen the construction of assessment and incentive grassroots governance system,and establish institutional guarantee for sustainable development.
