| Since the 18 th National Congress of the Communist Party of China,my country has paid more and more attention to the problem of poverty,launched a tough battle against poverty,and effectively solved the problem of absolute poverty that has plagued for more than 2,000 years.However,after the victory of poverty alleviation in 2020,the effective consolidation of poverty alleviation achievements has become an important issue that the party and the country need to consider urgently.In particular,a series of policy implementation issues after the national poverty-stricken counties are removed from the cap,need to build a path from practice to theory.Based on this background,this paper conducts an in-depth field investigation and research on Y County,a typical national poverty alleviation county.Y County is a typical national poverty alleviation county in Northeast China.After successfully "removing its hat",it has built a relatively mature policy implementation system for the consolidation of poverty alleviation achievements,focusing on the realization of the policy of promoting poverty alleviation,strengthening the policy of long-term industrial poverty reduction,and implementing Poverty return monitoring and early warning policies,and establishment of epidemic difficulties relief policies.Through the construction of this policy implementation system,Y County’s achievements in poverty alleviation have been consolidated and achieved certain results.However,with the deepening of the investigation and research,it was found that in the process of policy implementation in Y County,there were still problems such as contradictions in resource allocation,low enthusiasm of poverty alleviation households,various factors for returning to poverty,and poor multi-party emergency response capabilities.Based on this,this paper introduces the Smith policy implementation model,hoping to fully deconstruct the problem of consolidating policy implementation through the achievement of poverty alleviation in Y County through a theoretical analysis framework.Therefore,this paper believes that the Smith model has a high degree of fit and applicability in this study.Specifically,in this study,the supply quality of Y County needs to be strengthened at the level of policy text,the quality and ability of the executive agency level needs to be improved,and the quality of the county needs to be improved at the target level.The endogenous driving force at the group level still needs to be stimulated,and the economic and social development environment at the environmental factor level needs to be stabilized and improved.The existence of these reasons has led to the poor implementation of some policies in Y County.Therefore,this paper puts forward countermeasures and suggestions to solve the policy implementation problem of Y County’s poverty alleviation achievements.The first is to improve the supply of poverty alleviation and consolidation policies in policy texts,improve the operability of poverty alleviation and consolidation policy texts,and strengthen the progressiveness of poverty alleviation and consolidation policy texts;the second is to strengthen the quality of the poverty alleviation work system in the implementing agencies,and strengthen the emergency management of government poverty alleviation agencies.Improve,increase the implementation ability training of the poverty alleviation team,and attract large rural industrial households into the poverty alleviation team;third,stimulate the endogenous motivation of the poverty alleviation group in the target group,promote the ideological quality education of the poverty alleviation households,and innovate the vocational skills education of the poverty alleviation households;fourth,in the environment Among the factors,it will promote the support of economic and social stability,expand the channels for integrating poverty alleviation funds of county-level governments,and attract all sectors of society in the county to participate in the development. |
