Research On The Purchase Of Rural Cleaning Services By S County Government Under The Background Of Consolidating Poverty Alleviation Achievements

Government purchase of public services is an important means to promote the transformation of government functions and improve the quality and efficiency of public services.It plays an obvious role in promoting and optimizing the changing and developing demand for public services.In 2020,China will win the battle of poverty alleviation in an all-round way.One way to help poor households get rid of poverty in poverty alleviation is to purchase public services through the government,undertake them by grass-roots governments or relevant organizations,file and register qualified poor households,participate in the post work purchased by the government through certain procedures,and the government will take the lead in the evaluation in the later stage.This policy model in the period of poverty alleviation may affect the efficiency or synergy of the two sides in the period of consolidating the achievements of poverty alleviation.The purchasers,undertakers,post holders and evaluators involved are affected by their own internal and external factors,and their acceptance and recognition of consistent policies are different.It has certain research and practical significance to ensure the interests and rights of all parties by modifying and improving relevant policies.In 2017,the S County government began to use financial appropriations to purchase rural cleaning services,and entrusted the rural cleaning services to grassroots governments or enterprises.The grass-roots governments or enterprises employed poor households to carry out cleaning work,and enabled them to receive wages from public welfare posts to help them get out of poverty through employment and poverty alleviation.However,due to their different interests,demands and perspectives,the buyer,the acceptor,the employee and the evaluator have some problems in the overall coordination,practicality and stability,and some contradictions have also been exposed in the process of actually promoting the work.In accordance with the research idea of "summarizing the status quo-finding the problems-analyzing the causes-proposing countermeasures",this paper analyzes the problems existing in the process of purchasing rural cleaning services by S County government from four aspects,including effect,management,capital and supervision,such as the overall effect is not as expected,daily management is not standardized,capital resource investment is insufficient,evaluation and supervision is not implemented effectively.On the surface,This is a personal problem affected by individual environment,which essentially highlights the common problems in our government’s purchase of public services.It is suggested to construct and improve the system from the aspects of optimizing and adjusting policy design,improving daily management level,expanding fund raising channels,and improving evaluation and supervision system,so as to make suggestions and suggestions for realizing the modernization of grass-roots governance system and governance capacity.
