Abstract/Summary:
In recent years,the emergence and development of after-school service in our country has effectively solved the practical problem of "pick-up and delivery" in some dual-worker families,so that some children can have a safe and healthy environment,and spend extracurricular time in pleasure.However,due to the profit-seeking of the market,the lack of policies,weak supervision,and high fees,the school is not clear about its role in the after-school service,which leads to the chaos of the after-school service market in our country,and the popularization rate of the after-school service is also relatively low,which can not meet the needs of the majority of students and parents.In this context,in order to promote the standardized development of after-school services in China and popularize after-school services more quickly.The Party Central Committee attaches great importance to this,issued the "Opinions on Further Reducing the Burden of Homework and Off-Campus Training for Students in Compulsory Education" at July 24,2021,It is clearly stipulated that we should "adhere to strict governance,comprehensively standardize off-campus training behavior," "improve the level of after-school service in schools to meet the diverse needs of students." From the perspective of policy implementation,this paper draws lessons from the public goods theory and Smith policy implementation model theory,comprehensive literature review,special research,case analysis and comprehensive analysis,the implementation of this policy was analyzed.The after-school service of primary and secondary schools in R city has achieved some results,but there are still the following deficiencies: the supervision mechanism of after-school services is not perfect,the guarantee of relevant departments is not enough;The form of after-school service organization is single,the quality of after-school service is mixed,and some teachers are not enthusiastic to participate.A small number of parents do not understand and do not support,and the participation of parents in after-school service policies is not high.This paper analyzes the causes of the problems from four angles:policy content factors,executive subject factors,target group factors and policy implementation environment factors,and puts forward the corresponding solutions.The first is the policy: the policy content is refined and the policy operability is strengthened;Strengthen departmental cooperation and establish and improve safeguard measures.The second is the execution ability of the main body: strengthen the construction of position,strengthen the guarantee of conditions;Pay attention to team building,improve the ability of teachers will.Third,to fight for the target groups: strengthen publicity,establish a correct understanding of parents;Pay attention to research feedback and grasp the real opinions of parents.Fourth,the policy implementation environment: strengthen the organization and leadership,create a good implementation environment;Strengthen comprehensive renovation to create a safe and stable environment.This study is of great significance to further enrich the policy content of after-school services in primary and secondary schools in R city,provide high level and high quality after-school services for the majority of students and parents,narrow the gap between urban and rural education level,and promote urban and rural education equity.
