| In order to alleviate the workload of primary and secondary school students and reduce the burden of off-campus training,the 2021 The Central Committee of the Communist Party of China(CPC)and the State Council General Office issued opinions on further reducing the workload of compulsory education students and the burden of off-campus training,the related requirements of reference execution are put forward.In January 2022,the Ministry of Education issued the "Guide to the evaluation of the quality of running ordinary high schools" and in February 2022,the"Working points of the Ministry of Education in 2022" both stressed that,we must continue to focus on "Double reduction",with particular emphasis on the policy requirement of "Guiding all regions to implement high school-level subject training with strict reference to compulsory education implementation".The implementation of the "Double reduction" policy requires the cooperation of the administrative departments,schools,teachers,students and parents.This paper is based on Smith’s policy implementation model theory and applies the theory of collaborative governance,combined with the survey method and interview method,this paper analyzes the implementation of "Double reduction" policy in y middle school.Y middle school has made some achievements in the work of "Double reduction",but through investigation and analysis,it is found that there are still four problems in the policy level,the main body of policy implementation,the target group of policy and the environment of policy implementation.This paper analyzes the causes of the problems in the policy implementation of Y middle school:First,the policy content is not clear and integrated;Third,the policy implementation of the target group identity is not strong;Then this paper proposed a targeted solution,first,from the policy point of view:detailed policy content;take into account the interests of multiple parties;strengthen the department to cooperate.Secondly,from the point of view of the executive body:to clarify the responsibility and power of the main body at all levels;to strengthen the construction of the teaching staff;to strengthen the mechanism of supervision and assessment.Third,from the perspective of the target group:strengthen publicity;focus on research feedback.Finally,from the policy environment:to strengthen the guidance of social publicity,the formation of a benign "Double-reduction" atmosphere.The study provides reference for the further improvement of the policy of "Double reduction" in county-level middle schools,and has positive significance in improving the quality of regional education. |
