| Education is the foundation of our nation and the foundation for our development.The government has been committed to ensuring that people can enjoy fair and high-quality public educational services.In reality,due to the different time between the time when students in compulsory education,especially primary school students,leave school and the time when working couple get off work,there is a social phenomenon,called the "3:30 problem".It has given rise to the booming development of the after-school care industry,but also caused many problems about social security,traffic safety,market interests,students’ mental health,parents’ anxiety to education and others.The development of after-school services during the compulsory education stage has attracted national attention.In March 2017,the Ministry of Education issued the“Guiding Opinions on Doing a good job in After-school Services for Primary and Secondary School Students”,requiring local education departments to make overall plans,coordinate various resources and needs,Play a leading role in introducing various forces into after-school services in primary and secondary schools,In July2021,the General Office of the Central Committee of the Communist Party of China and the General Office of The State Council issued the "double reduction" policy,proposing to improve after-school services to meet students’ diverse and personalized needs,and putting forward specific requirements in terms of ensuring time,improving quality,expanding channels and optimizing free online learning services.In order to solidly promote the implementation of the after-school service requirements in the "double reduction" policy,District A of Shanghai issued a notice on further improving the after-school service of compulsory education on the basis of extensively carrying out the "three-stage" after-school service for primary school students,and actively promoted the implementation of the policy.Based on Shanghai,this paper selected District A of Shanghai as a case study.Based on the Mitter-Horn policy analysis model,this paper conducted an empirical investigation on the implementation of after-school service policies of primary and secondary schools in District A of Shanghai through questionnaires and interviews.The investigation found that after the introduction of the "double reduction" policy,the government-led,school-led and multi-party model was presented,after-school services cover all primary and secondary schools However,in the process of policy implementation,there were some problems,such as the insecurity of mixed shift management;single content and form of after-school service;uneven educational quality and weak effectiveness;the lack of regulatory systems in access and evaluation;increased workload of front-line teachers and others.In the future,we should increase publicity and guidance,establish a correct social cognition;expand the channels of resources inside and outside the school and innovate diversified measures;adequate school resources,improve the ability of teachers;protect the rights and interests of teachers and increase their salaries and benefits;improve the system construction and smooth organizational communication and implementation;strengthen the mechanism of supervision,examination and feedback optimization,in order to continuously promote the improvement of after-school service policy. |
