In recent years,the development of compulsory education schools has been uneven,high-quality education resources are limited,and the burden and pressure of students and parents on education have become increasingly heavy.Therefore,in 2021,China issued the Opinions on Further Reducing the Burden of Homework and Off-campus Training for Students in the Compulsory Education Stage.“Double reduction” aims to avoid test-taking and short-sighted education,guide schools and society to change from attaching importance to academic qualification to attaching importance to ability and literacy,and vigorously improve the quality of education and teaching,guide parents to establish scientific parenting concepts.This paper applies the Smith model to the evaluation of policy effects in the field of compulsory education,which not only constructs a new perspective of policy implementation effect analysis framework,but also has certain value for enriching and expanding the theory in the field of policy evaluation.A plan to improve the implementation effect of the “double reduction” policy for compulsory education in Y city was designed and corresponding safeguard measures were proposed,which has a certain practical guiding effect on the in-depth implementation of the “double reduction” policy in Y city.The paper consists of five parts,one is to elaborate the purpose and significance of the research on the implementation effect of the “double reduction” policy of compulsory education in Y city,carefully sort out the relevant literature at home and abroad,review the relevant frontier theories at home and abroad,and describe the research ideas and innovations of the paper;Second,the theoretical basis and basic content of the double reduction policy involved in the article such as compulsory education,policy implementation and effect connotation are explained in detail;The third is to analyze the implementation effect of the“double reduction” policy of compulsory education,and evaluate the implementation effect of the “double reduction” policy of compulsory education in Y City from the idealized policy objectives,policy implementation agencies,target groups and policy environment based on the analysis framework of Smith’s policy implementation process model.Fourth,according to the Smith policy implementation theory model,the problems in the implementation of the“double reduction” policy of compulsory education in Y City were expounded,and the causes of the problems were analyzed in depth;Fifth,in response to the problems raised in the fourth part,precise and detailed responses are given from four aspects: policy resources,implementing agencies,target groups and public opinion environment.This paper analyzes the causes of problems from the perspective of policy implementation process,target group and policy environment.What’s more,it puts forward suggestions for improving the implementation effect of the “double reduction” policy of compulsory education in Y city,such as the multi-party linkage of the implementing agency and the transformation and upgrading of school education,aiming to provide certain reference for the subsequent implementation of the”double reduction” policy in Y city,and provide new ideas for the governance of compulsory education in China and the realization of the “double reduction” goal at the same time.
