Education is the foundation of people’s livelihood,and all aspects of the society pay close attention to it.Due to the rapid development of off-campus tutoring institutions,problems related to training institutions are becoming more and more prominent,such as incomplete certificates and licenses,uneven quality of teachers,advanced teaching,and a large amount of capital flooding into the education and training market.For the supervision and governance of off-campus training institutions,there is a lack of corresponding laws and regulations and regulatory policies,and there are still some problems such as unclear rights and responsibilities of the supervision subject.Therefore,there are more and more off-campus training institutions,and students’ after-school burden is becoming heavier and heavier.At the same time,students’ parents also feel that the educational burden is heavier.China officially issued a notice in 2018,which explicitly requires local governments to regulate the management of off-campus tutoring institutions,especially to consolidate the responsibility of supervision subjects,so as to achieve the expected effect of the special governance,truly lighten the burden on primary and secondary school students,and fully protect the rights and interests of parents of primary and secondary schools.China officially published in 2021 "about further reduce the compulsory education stage student’s opinions on homework burden and off-campus training(hereinafter referred to as" opinions "),which made a clear emphasis should enhance specification of off-campus training action is the current primary and middle school students’ burden of common concern to the masses problem solved,so as to realize the healthy growth of primary and middle school students.This study mainly includes:The first part is the first chapter,mainly to off-campus training institutions of government regulation in this paper,we study introduces the background,elaborated in this paper,under the background of Shuang Jian to study the significance of off-campus training organization in middle and primary schools,government regulation related concepts,such as definition,lists the use of research methods in our study,carefully read the literature training institutions of government regulation,Finally,the relevant theories used in this research are discussed.The second part is from the second chapter to the fifth chapter.With the Smith policy implementation process model as the analysis tool,it analyzes the government’s regulatory policies,the government’s regulatory policy enforcement agencies,the target groups of the regulatory policies and the environment of the government’s regulatory policies in S city.The analysis of the government’s regulatory policy starts from three aspects: the goal of the regulatory policy,the content of the regulatory policy and the problems existing in the regulatory policy itself.The analysis of the policy implementation organs is from the supervision departments and their responsibilities,the results obtained by supervision,and analyzes the problems existing in the policy implementation organs;The target groups of regulatory policies mainly involve after-school tutoring,parents and students.In this part,the questionnaire method is used to explore students’ attitude towards "reducing burden",and the interview method is used to explore parents’ thoughts and attitudes towards the policy.On this basis,the problems existing in the target group are analyzed.The policy implementation environment is discussed from two aspects of economic environment,social and cultural environment,and its existing problems are analyzed.The third part is chapter 6 to chapter 7,based on the above research and combined with South Korea,Japan,the United States the advanced experience of these countries to training institutions to outside governance countermeasure and the suggestion is put forward,from the teaching process,the institutions for training teachers management system,training institutions third-party regulatory capital,training institutions internal management and industry self-discipline optimization path is given. |
