With the rapid development of China’s society and economy,more and more adults are engaged in workforce,resulting in continuous changes in the role of family members.As a consequence,many school-age children are left unattended and without supervision after school,which has led to the issue of the "3:30 Problem," a problem that has been plaguing society as a whole.Based on the theory of Public Goods and theories related to Smith Policy Implementation Model,this article comprehensively applies the methods of literature review,data analysis,questionnaires,case study method,and interviews from the perspective of policy execution in public management to study and analyze the implementation of after-school services policies.The after-school service work of primary schools in L district of Q city has made certain achievements since its implementation,However,there still have the following deficiencies: firstly,the legal provisions on the safety responsibility of after-school service are not clear,and the supervision responsibility and assessment mechanism of after-school service are not perfect;secondly,there are deviations in the implementation of policies in primary schools;thirdly,the quality of after-school services is uneven;fourthly,there are differences in varied demands and engagements for the targeted group;lastly,there is no timely safeguard measures provided by the relevant departments.From the four perspectives of policy texts,policy implementing subjects,targeted groups and policy implementation environment,this paper analyzes the problems and causes arising from the implementation of after-school service policy,and puts forward targeted solutions.The solutions go as the follows: firstly,from the policy formulation,the policy content should be refined,laws and regulations should be improved,responsibilities of each subject should be clarified,and policy maneuverability should be strengthened.Strengthen the cooperation between departments,establish a sound guarantee mechanism,to ensure the quality of after-school services.secondly,from the policy implementing subjects,clarify the rights and responsibilities at all levels and promote the overall progress from top to bottom,strengthen the quality of the whole team and improve teachers’ ability to provide diversified after-school services,supervision and assessment must be intensified,the incentive mechanism shall be improved,the interests of various parties should be balanced,the enthusiasm and participation of the executive body shall be enhanced,so that the long-term implementation of the policy can be ensured;thirdly,from the targeted groups,it is necessary to increase publicity efforts,establish correct parental awareness,pay attention to research feedback,and understand the true intentions of parents.lastly,from the policy implementation environment,it is necessary to strengthen publicity and guidance,create a good social atmosphere,strengthen comprehensive management,and create a safe and stable policy implementation environment.
