Against the backdrop of "double reduction",we can see the efforts and achievements of the Party and the country.Primary and secondary school students generally have a high acceptance and enhanced sense of happiness;Discipline training institutions have reorganized their organizational structure and significantly reduced it;Effective improvement of school education and progress towards high-quality development.Various forms of after-school services have been launched in schools across the country,providing students with comprehensive services that enhance their comprehensive literacy from multiple perspectives,including professional guidance,homework guidance,and comprehensive practice.In addition,the total amount of homework has also been limited,and students have a high sense of identification with it,which to some extent alleviates the learning pressure of primary and secondary school students and the anxiety of their parents.In addition to reviewing the experience and effectiveness of the "double reduction"policy,we also need to recognize the problems and shortcomings that exist.Therefore,this article starts from the current situation of the "double reduction" policy in Zhongwei City,conducts surveys and interviews with relevant personnel in Zhongwei City,and uses the Smith policy implementation process model to attempt to analyze the existing problems and reasons,such as the lack of scientific and coordinated policy objectives and insufficient implementation resources;Disciplinary training institutions operate secretly,making it difficult for educational and training institutions to supervise;Insufficient participation and uneven levels of execution subjects;Insufficient coordination among family,school,and society.Combining the theory of holistic governance,drawing on successful experiences from various regions,and based on the actual situation of Zhongwei City,propose effective countermeasures and suggestions.Mainly focusing on the integration of resources and the collaboration of entities,building a policy execution guarantee mechanism that integrates integration mechanisms,coordination mechanisms,information mechanisms,and trust mechanisms.This article aims to explore a new way to implement compulsory education management nationwide for Zhongwei City to implement the "double reduction" work.
