Children are the hope of the country and the future of the nation,and they are the most important human resources for the development of social undertakings.Children in difficulty are one of the socially disadvantaged groups that need the most care,assistance and support.Whether the rights and interests of children in difficulty are protected or not is not only related to the harmony and peace of thousands of families,but also to the long-term development of the country.Although the protection policies for children in difficulty in China are constantly being optimized and improved,some children in difficulty still face problems such as helplessness,lack of education,lack of affection,psychological imbalance and social marginalization,etc.The government’s assistance for children in difficulty alone cannot meet their diverse needs.In recent years,the booming development of social welfare organizations has provided a new way of thinking for children in need.With their social,security,livelihood and non-profit characteristics,they can link a wide range of resources for children in need,meet diversified,personalized and multi-level needs,play a role of "filling the gaps",and help fill the gap between the government and the market.It is a realistic demand for the evolution of social assistance practice and an inevitable choice to break through the limitation of the government’s monolithic assistance.This paper compares the laws and regulations issued by the state and the relevant policies in the areas where children in distress are rescued.Taking the X Public Welfare Development Center’s participation in rescuing children in distress as an example,the paper uses interviews and case studies to interview children in distress,their relatives,and staff members of the X Public Welfare Development Center,volunteers,community committees,schools,and other officials involved in rescuing children in distress.Through the analysis of the field research data,we understood the implementation process of the rescue program for children in distress,explored how social welfare organizations participated in the rescue of children in distress,what the contents of the rescue were,and what the results of the rescue were.The main problems of social welfare organizations in the rescue of children in distress are incomplete legal system construction,poor fundraising and resource integration ability,and insufficient participation of various rescue subjects and weak assistance.The main reasons are that the legal qualification of social welfare organizations is incomplete,the relationship between government and society is not fully established,and there is a disconnection between the rescue system and social security system for children in distress.In order to improve the effectiveness of rescue for children in distress,this paper suggests that,firstly,the legal status of social welfare organizations and the legal basis for their participation in rescue should be improved;secondly,social welfare organizations should strengthen their own construction,enhance their credibility,improve their internal governance structure,and expand their scope of activities in the field of rescue;thirdly,the scope of activities of social welfare organizations should be built up.Third,we should build a cooperative governance pattern,strengthen the leading role of the government,the legal protection role of the judicial system,the basic support role of the community,the barrier protection role of the school,and the financial support role of the enterprise,etc.,so as to strengthen the service power of social welfare organizations and realize the cooperation and common governance of multiple subjects in the field of rescue for children in distress.
