A Study Of Social Assistance For Street Children Under The Theory Of Welfare Pluralism

In the development of social assistance,social assistance for street children is very important.For a long time,China has attached great importance to social assistance,and committed to safeguarding children's health and safety,and safeguarding children's basic rights and interests.Recently,the Communist Party of China has put social assistance in a key position in the overall plan of deepening reform in China.However,in recent years,there are still incidents of street children,and the phenomenon of dereliction of duty and disability of social assistance institutions also occurs frequently.These events not only affect the unity and stability of our society,but also expose the shortcomings of our current social assistance system,which needs to be improved.Under the theory of multiple welfare,the author finds that the core reason of the problem is the contradiction between the diverse living needs of street children and the welfare supply of the current social assistance system in China.In detail,it is also divided into four aspects: first,the legal system is vague and scattered.The vagueness of the system leads to the conservative attitude of the staff,which weakens the efficiency and effect of social assistance.Second,there is a large gap of professional talents.There are some problems in China,such as the lack of professional resources and the unequal distribution of regional resources,which also greatly affect the professionalism and stability of social assistance.Third,the participation of social forces is insufficient.The late development of market economy in China,the insufficient strength of social charity and relief organizations,coupled with the frequent occurrence of dishonesty of non-governmental organizations in recent years,have restricted the development of the existing social relief system services in China,and restrained the motivation and confidence of many potential social forces to participate in social relief.Fourth,the cooperation between different levels of responsible departments is not smooth.No matter in the horizontal or vertical dimensions,there are problems of poor cooperation between the government public sector and the grass-roots organizations,which restricts the long-term development of the social assistance system in China.Therefore,based on the theory of multiple welfare,this paper puts forward four suggestions and countermeasures from different social supply subjects.First,from the perspective of the government,the government should improve the relief system for street children,including building a scientific management model,accelerating the construction of coordination mechanism,improving the legal system,changing the active relief model,and guiding social participation.Second,from the perspective of market,we should enrich the types and quantity of existing social assistance services,and promote the self-sufficiency of street children and families.Specifically,it includes uniting the government to develop children's services,cooperating with the government to improve the management mechanism,providing employment resources,and playing the role of commercial insurance and enterprise welfare.Third,starting from the family and community,the family and community should give the most basic support to street children,and build a harmonious and inclusive environment.The specific measures include: improving the level linkage feedback mechanism,maintaining the community and family environment atmosphere,and building a united and active social network.Fourth,from the perspective of non-governmental organizations,non-governmental organizations should give full play to their advantages of "affinity" to ensure that relief resources are effectively connected with street children.The specific measures include: improving the construction of its own mechanism,accelerating its own capacity building,establishing correct values,and providing non institutional welfare.In the theory of multiple welfare,the state,market,non-governmental organizations and family are not only the supply subjects of social welfare,but also the interactive objects of social individual daily life.Different social subjects not only give social individuals different levels of welfare services,but also interact with social objects and build corresponding organizational relationships,reflecting the corresponding organizational value to influence service objects.To return to the social assistance work for street children,that is to build a comprehensive welfare network for street children through overall coordination of multiple welfare subjects and multiple co governance,which can not only effectively expand the type and quantity of current relief projects,improve the service professionalism,but also help street children to reshape their world outlook and values and stimulate their social interaction People's sense of responsibility and obligation.
