A Study On The Participation Of Social Organizations In Accurate Assistance For Rural Children In Difficulties

The causes of children in distress are complex and their needs are diverse.The government strongly supports social organizations to participate in their assistance work.Social organizations have accumulated some experience in the assistance of children in difficult situations.The next step is to develop towards accurate assistance and refined services.This study originated from the author’s reflections during her internship at the Sishui County Micro Public Welfare Association.The Opinions on Reforming and Improving the Social Assistance System in 2020 pointed out that to achieve accurate assistance,what precise performances do social organizations have in participating in the assistance of children in difficult situations,what difficulties exist,and how to optimize the participation path of social organizations to enhance their precise assistance capabilities.Based on this,this article takes the assistance practice of the Sishui County Micro Public Welfare Association as the starting point,and attempts to explore a feasible and systematic path for social organizations to accurately assist children in difficult situations that is suitable for China’s national conditions.It aims to provide valuable experience for future social organizations to provide accurate assistance to children in distress.This article is based on the needs theory,welfare pluralism theory,and precise social governance theory.Using the method of case study,the author collected data through participatory observation and semi-structured interviews with relevant personnel during the internship period,in order to gain a detailed understanding of the assistance practice of the Sishui County Micro Public Welfare Association.Research has found that the participation of social organizations in precise assistance for children in need is mainly manifested in accurately identifying targets,implementing precise assistance,and accurately managing assistance targets,resources,and processes.The effectiveness of assistance is relatively significant.Based on children,the association integrates various required rescue resources and accurately links them to children and families in need,adheres to dynamic management,timely tracking and feedback,and meets the needs of children in need at different levels.This has improved the living conditions of children in need,ensured their academic performance,and made them optimistic and cheerful.These assistance experiences of the association are highly promotional,providing a demonstration for social organizations to participate in the precise rescue of rural children in need.At the same time,there are also difficulties for social organizations to participate in the precise rescue of children in difficult situations,which are manifested in the fact that the relevant systems for participation are still not perfect,the internal management system is not well developed,there is a relative lack of professional talent team,the self-evaluation and supervision mechanisms are lagging behind,and the collaborative mechanism for multiple rescue entities has not yet been fully established.Based on this,it is necessary to further improve the institutional environment to optimize development space,strengthen organizational capacity building to promote precision rescue practice,strengthen cooperation among multiple entities to form positive interaction,broaden funding channels to assist precision rescue,in order to better integrate social resources and optimize the path of social organizations participating in precision rescue,and meet the multi-level personalized needs of rural children in need.
