Study On The Problems And Countermeasures In The Rescue Of Children In Distress

The report of the Nineteenth National Congress of the Communist Party of China pointed out that "when socialism with Chinese characteristics enters a new era,the main contradiction in our society has been transformed into the contradiction between the people’s growing need for a better life and the unbalanced and inadequate development".Influenced by such factors as insufficient development of regional economic imbalance and accelerated population flow,some disadvantaged groups will inevitably emerge,while children in distress are the weakest among the social disadvantaged groups and the special disadvantaged groups that need the most care,assistance and support.In the new era of our country’s development and in the new situation of building a well-off society in an all-round way and striving to win the battle against poverty with precision,this paper studies the effectiveness of social assistance for children in distress and the problems existing in social assistance for children in distress,so as to promote the solution of the problems of children in distress,which is conducive to improving the child welfare security system and realizing the sharing of social governance.Promoting the healthy development of society is the inevitable requirement of building a prosperous cause of socialist modernization.This paper takes Maslow’s hierarchy of needs theory,ecosystem theory and public governance theory as the theoretical support of the full text,and takes children in distress as the research object.By using the methods of literature research,questionnaire survey and interview,this paper conducts field research in Shuyang County,Jiangsu Province.Through interviews with guardians,community workers and relevant government departments of some distressed children in Shuyang.It was found that since Shuyang County was listed as the pilot area of Jiangsu Province’s "provincial directly administered county",people’s livelihood has been continuously promoted,and for three consecutive years it has been rated as a comprehensive advanced province’s civil affairs.It has achieved certain results in the relief of children in distress,formulated relief policies and carried out relief activities for children in distress,established a three-level relief network in urban and rural areas,incubated a three-cooperative model,and provided diversified relief services.Provide diversified relief services to meet the needs of children in distress.Then,through the exploration of foreign relief mechanism for children in distress and the exploration of relief for children in distress in two pilot areas of strengthening the moderate inclusive welfare system for children in China,this paper draws inspiration from the classification of life security allowances,giving full play to the professional services of social organizations,and building the protection system.However,there are still some deficiencies to be strengthened in the aspect of relief for children in distress in Shuyang County,such as lack of detailed rules in relief law,insufficient horizontal linkage of relief departments,lack of initiative discovery reporting mechanism,insufficient relief subsidies,insufficient professionalism of relief teams,weak coordination of relief departments,lack of sustainability of social services,etc.Then the reasons for these problems are analyzed.Then through combing and thinking about the advanced experience of rescue practice for children in distress at home and abroad,combining with the actual situation,this paper puts forward some countermeasures and suggestions to improve the rescue work for children in distress: renewing the rescue concept and principles;perfecting the rescue laws and regulations;giving full play to the national macro-rescue function;advocating social forces to participate in the rescue force;and improving the ability of family upbringing.
