Study On The Implementation Of Social Assistance Policy For Children In Difficulties In Chifeng City,Inner Mongolia Autonomous Region

China has entered a new period of socialist development,but under the influence of regional economic imbalance,unadaptability to development and accelerated population mobility,there are still some vulnerable groups with difficulties.Among many vulnerable groups,children in difficulties are the weakest.They need much more support,help,care and care than other vulnerable groups.Solving the problem of children in difficulties,perfecting the system of child security and promoting the harmonious and healthy development of the society are the necessary conditions for the prosperous cause of socialist modernization.In our country,the primary responsibility for helping children in distress is the state,and the policies issued by the state have a crucial impact on the assistance of children in distress.From 2013 to 2018,the state issued a number of policies to help children in distress,but there are also problems in the implementation of the policiesBased on the above background,this paper conducted a survey on children in distress in Chifeng City,Inner Mongolia Autonomous Region.Through the questionnaire survey and interview among the families of children in distress,the staff of the Civil Affairs Bureau and the community staff,it was found that Chifeng City had made certain achievements in the implementation of policies for children in distress,which were specifically shown in the following aspects: A three-level leadership system has been established,a diversified rescue mode has been explored,and a stable fund guarantee system has been established.However,through the investigation,it is found that there are still some problems in the implementation process of the policy to help children in distress.This paper analyzes the existing problems from three aspects: operation process,implementation process and follow-up process,including: In the process of operation,the publicity of the relief policy is insufficient,in the process of implementation,the community workers misreport the children in distress and lack of communication with the relevant departments,and in the process of follow-up,the supervision of the relief work is weak,and the causes of the problems are analyzed.In view of the above problems,the author finally puts forward some countermeasures and suggestions,such as strengthening the publicity and enhancing the awareness of helping the objects,strengthening the awareness of policy implementation,building a high-quality rescue team,enhancing the interaction between various departments,and establishing the evaluation system of rescue work.
