Research On Improvement And Optimization Of Rural Human Settlement Environment In Shanghai

Since the century,with the continuous proposal of new rural construction and Rural Revitalization Strategy,the construction of ecological environment has been raised to a new height.From the central government to the local government,we attach great importance to the rural living environment and have issued a series of policy documents to promote the implementation.We have experienced the process from the improvement of rural infrastructure,the comprehensive improvement of the environment to the improvement of the living environment.However,in the rural areas of Shanghai,which has been included in the development sequence of mega cities,the human settlements environment has become an important short board restricting urban governance and development.How to optimize the improvement of rural living environment has become an important topic for Shanghai to accelerate the integration of urban and rural development and realize rural revitalization.This paper expounds the research background,purpose and significance of the subject.Based on the systematic summary of the research status of rural residential environment improvement,this paper takes the improvement and optimization of rural residential environment in Shanghai as the research object,makes full use of the new public service theory and cooperative governance theory,goes deep into D town for field research,takes the establishment of beautiful courtyard in D town as a case,and combines the structural interviews with the relevant personnel of the establishment of beautiful courtyard,At the same time,it describes the dilemma of the creation of beautiful courtyard in D Town,analyzes the existing problems of rural residential environment renovation in D town by using the new public service theory and cooperative governance theory,and explores the path of rural residential environment renovation and Optimization in Shanghai from the perspective of in-depth cooperation of multiple subjects such as government,society,market and farmers.Through combing and analyzing the data obtained from the in-depth visit and investigation in D Town,this paper analyzes the cooperative governance mode of "government leading social coordination market participation farmers’ autonomy" in the establishment of beautiful courtyard in D Town,and points out the difficulties in the establishment of beautiful courtyard in D Town: the planning is not long-term enough,the resource support is weak,the cooperation level of participants is low,and there is a "tragedy of Commons" in rural living environment.The restrictive factors are put forward: the concept of "Sports" rectification has not been changed,the governance ability has limitations,the communication and cooperation mechanism of the participants is not smooth,and the farmers’ "small-scale peasant thought" is too strong.Then it puts forward some thoughts on optimizing the renovation of rural human settlements in Shanghai: establishing a scientific and systematic governance concept,absorbing multiple subjects to participate in governance,promoting communication and cooperation in the renovation of rural human settlements,and improving the subject consciousness of farmers to participate in the renovation.In order to explore the way to optimize the improvement of rural residential environment in Shanghai through the cooperative governance of multiple subjects such as government,society,market and farmers.
