Research On The Optimization Of Rural Living Environment Management In F County

Implementing the rural vitalization strategy is a important decision and plan made at the 19 th CPC National Congress.It is a major historical task for securing a decisive victory in building a well-to-do society and building a modern socialist country in all respects.It is the overall focus of the work related to agriculture,rural areas and farmers in the new period.Since the implementation of the strategy,through the implementation of the three-year action and the five-year improvement action of rural human settlements,the environment of rural area has basically been clean and orderly,the residents’ health concept has been reflected a welcome change,and the quality of life has been further improved,laying a strong foundation for building a well-off society in an all-round way.In December 2021,The General Office of the CPC Central Committee and The General Office of the State Council issued the Five-Year Action Plan for Improving the Rural Living Environment(2021-2025),aiming to further improve the living environment in rural areas in China,which is of great significance to promoting the development of rural areas.As the overall rural human settlements is still in poor quality,there are still problems such as unbalanced regional development,imperfect basic living facilities,and imperfect grounds-keepers mechanisms.Therefore,the study of rural human settlement environment governance has certain theoretical value and important practical significance.This paper adopts the literature research method,case analysis,field interview,questionnaire method,according to the "theoretical analysis,status quo analysis,cause analysis,optimization Suggestions",by absorbing and using the experience and success,with F county as the case,to explore the central economic development is relatively weak areas in the process of rural living environment management problems,and find out the corresponding optimization path.This paper has seven chapters,and the first chapter introduces the theoretical significance,practical significance and research purpose of rural living environment governance research.The second chapter defines the concept of rural revitalization strategy,living environment and rural living environment.Chapter III collects the data and data of rural living environment management in F County through questionnaire and interview to analyzes the current situation.Chapter The fourth chapter mainly sorts out the problems existing in the rural living environment governance in F County,and analyzes the main causes of the existing problems from the perspectives of village planning,participants,system and mechanism construction.The fifth part sorts out and analyzes the successful experience and advanced practices at home and abroad,and obtains enlightenment from it.The sixth part puts forward corresponding optimization suggestions for the problems existing in the rural living environment management in F County.The seventh part is the research conclusion and outlook.This paper stands in the perspective of underdeveloped counties,through the analysis of F county rural living environment governance situation,and draw lessons from the experience of South Korea,Japan,Zhejiang,Shouguang,etc.,found that rural living environment governance by the villagers work sharing consciousness,multiple subject participation degree,mechanism guarantee and grassroots governance level and other factors influence.In view of the problems existing in the governance of rural living environment in F County,we put forward the optimization countermeasures and suggestions,such as formulating scientific village planning,perfecting the working mechanism,continuously strengthening the organizational construction,introducing the participation of multiple subjects,and accelerating the construction of village customs and culture.It brings some reference and reference significance to F county and the underdeveloped counties similar to its development level.
