Autonomous Governance + Cooperative Governance: Optimization Of Rural Human Settlements Environment Remediation Mechanism

The conditions of rural human settlements are related to the health and quality of life of rural residents,as well as to the transformation of rural economic development mode and the improvement of development speed.In order to further promote the economic and social development of rural areas and the improvement of the ecological environment,the Party and the state proposed the implementation of a rural revitalization strategy at the 19 th National Congress of the Communist Party of China,and required the construction of a modern new countryside that is "ecologically livable".The Action Plan clarifies the direction,goals,and principles of the improvement of rural human settlements.At present,the three-year action has expired.During these three years,the improvement of the rural human settlement environment has achieved remarkable results,and the rural ecology has generally improved.However,in the process of promoting the improvement of rural human settlements,the dependence on the government is very obvious,whether it is strong policy support,a large amount of financial capital guarantee,or the organization and coordination,supervision and management during the improvement process,and later evaluation and evaluation.Rely on the government’s own efforts.The improvement of rural human settlements environment is a systemic large-scale project that involves waste treatment,sewage treatment,and village appearance improvement.It requires huge manpower,material resources,and financial support,and it will inevitably not be satisfied by the resource supply of a single government body.Rural human settlements need to be renovated with a large number of bases and complex projects.Therefore,the improvement of rural human settlements requires the cooperation of multiple subjects to achieve resource integration and complementary advantages.At the same time,it is necessary to dig deep into rural social capital and give play to the initiative and sense of ownership of rural autonomous organizations and villagers.In this paper,through policy text analysis,case analysis,and field investigation methods,based on the theory of autonomous governance,cooperative governance and the three major failure theories,this paper analyzes the government,enterprises,and non-profits in the process of remediation of the rural human settlement environment in my country.The advantages and responsibilities of organizations,rural autonomous organizations,and villagers are to build a new governance model of “independent governance + cooperative governance” of the rural human settlement environment.On the basis of giving full play to the autonomous role of the rural areas,the government,enterprises,and non-profit organizations should cooperate in governance to realize the effective integration of social resources and strengthen the cooperation and supervision relationship between subjects.Due to the lack of consultation between the lower-level governments,the disadvantages of the urban-rural dual economic structure,the alienation of rural autonomous organizations,and the rational role of individuals,the current rural human settlement environment improvement has led to inconsistent ideas in village planning,insufficient participation of autonomous organizations and non-profit organizations,and garbage The lack of classification awareness and ability,and the imperfect supervision and evaluation mechanism affect the construction of a new model of "independent governance + cooperative governance",and are not conducive to the continuous development of rural human settlements and the long-term maintenance of rural ecology.Therefore,it is necessary to improve the planning ability,strengthen planning preparation and negotiation;strengthen diversified cooperation and give full play to their respective resource advantages;carry out environmental protection education to promote villagers’ identity;improve the supervision mechanism and ensure the compliance of the main body’s behavior to assist in the improvement of the rural human settlement environment.,To achieve the overall development of rural human settlements and economic society.
