| Village is one of the most basic unit at the grass-roots level of social management.Since the 19 th National Congress of CPC has taken the significant strategic decision of rural rejuvenation,rural governance has presented the pattern of co-governance of multiple subjects.As the viable path to strengthen the grass-roots management system and management ability of modernization,comprehensive construction of rural social governance system that is characterized in rule by autonomy,rule of law and rule of morality has achieved policy consensus and phased success.It is an effective response to the problems and contradictions in rural governance under the new situation to establish and improve the rural governance system of rule by autonomy,rule by law and rule by virtue with the cooperation of villager autonomous organization,the Grass-roots Government,various social organizations and market subjects governed by the grassroots Party organization.Through mutual influence and effect,“Three Integrated Rules of Governance” effectively integrates various governance subjects,realizing the overall transformation from single governance to overall governance and from extensive governance to precise governance.This paper takes the villages in Qingcun Town,Fengxian District,Shanghai as the research sample,trying to find out the problems and reasons in the process of multiple subjects’ participating in the rural "Three Integrated Rules of Governance",and put forward a optimizing suggestion which can further improve the quality and efficiency of muti-subjects.Firstly,by combing the domestic and foreign literature research on the "Three Integrated Rules of Governance" rural governance and rural multi-governance subjects,we preliminarily understand the current theoretical frontier and lay a good foundation for the follow-up research.Secondly,this paper defines the core concepts of "Three Integrated Rules of Governance" and multiple subjects in rural governance,and combines the theories of polycentric governance,collaborative governance and stockholder as the main theoretical basis of this paper.Then,through the case studies of multiple subjects’ participating in the rural "Three Integrated Rules of Governance",meanwhile,using semi-structured interviews to know more about the ideas and feelings of multiple subjects in the process.Lastly,combining the analysis of present governance conditions,we put forward optimizing suggestions in participating aspect.Through the study,it is found that Qingcun town actively explores the new mode of rural governance and continuously stimulates the endogenous power of each rural governance subject,which has made certain achievements and also innovated some special highlights.However,some deficiencies still exist,mainly in the following aspects: collaborative governance of multiple subjects has not yet been formed,verification of the sustainability of participation in "project governance" is still needed,while some subjects face difficulties in participation.After analysis,the main reasons for these problems are: The institutional arrangement of multiple subjects’ collaborative governance is incomplete.The "Project Governance" is divorced from the actual need of multiple subjects.Multiple subjects have a poor understanding of the concept of "Three Integrated Rules of Governance".On the basis of this analysis,we put forward suggestions for optimization in three aspects:activating participation motivation,enriching participation forms,and improving participation effectiveness,hoping to provide ideas for effective participation of multiple subjects in rural governance. |
