| The proposal of the rural revitalization strategy has put forward new requirements for rural governance,namely,innovating the rural governance system and taking the road of good rural governance.General Secretary Xi Jinping during the inspection of Zhejiang,important instructions were given for the construction of beautiful villages.Therefore,the "Thousand Village Demonstration and Ten Thousand Village Renovation" project carried out in Zhejiang quickly achieved phased results,providing experience for rural construction throughout the country.Hainan Province has actively explored and formulated a rural revitalization work plan according to the instructions of the central government,which requires "solidly promoting rural development,rural construction,rural governance,and other work.".With the advancement of urbanization and agricultural and rural modernization projects in China,the current rural community relationship has become increasingly complex,and new changes and conditions have emerged,mainly due to the change in the main body of governance,from the government’s "overall responsibility" to a multi-party participation model of government leadership,mass participation,and social organization assistance.The report of the 20 th National Congress of the Communist Party of China emphasizes the need to further improve the social governance system and improve the social governance system of co construction,co governance,and sharing.From this,it can be seen that building a governance model with multiple subject participation is in line with the development of policies and the times.Therefore,exploring the practical issues of multiple subjects in rural community governance has reference value for stimulating the enthusiasm of various subjects,eliminating communication barriers between various subjects,building a beautiful countryside with prosperous industries and harmonious people,and for other rural community governance.This paper aims to take rural revitalization as the background,multiple subjects as the starting point,investigate the current situation of rural Community Governance,and explain the theoretical connotation and construct the theoretical framework of the paper under the guidance of governance theory and multiple co governance theory.To ensure the rigor of the article,case analysis,literature research,and interview methods were combined to enrich the overall content of the article.The article first summarizes the achievements of current rural Community Governance at home and abroad,then selects the rural community-M Village,C Town,Haikou City as the research case and carries out research,introduces M Village in detail,describes the participation practice and role positioning of multiple subjects in the governance of M Village,summarizes its current achievements,and discusses its current problems and analyzes the reasons according to the results of research and interviews.It is found that there are some practical problems in Village M,such as the dislocation of township government functions,the limited development of village committees and social organizations,the absence of some ordinary villagers’ participation,and the inadequate construction of community rule of law.The reason is that the governance pattern of "Big government small society",the lack of standardization in the work of village committees and social organizations,the weak sense of participation of some villagers and the influence of traditional clan culture,Finally,the optimization path to solve the problem is to transform government functions,enhance team building,enhance the community management ability of village committees,strengthen social organization specialization,enhance villagers’ awareness of rural autonomy,accumulate and improve the operating mechanism of the "one core,two committees,and one meeting",reasonably guide clan power,implement rural revitalization,and innovate diversified governance models,in order to better enhance the enthusiasm of "government led,multi-party participation",Ensure effective governance in rural areas and provide a harmonious and stable environment for the implementation of rural revitalization strategies. |
