China has a tradition of "emphasising agriculture" throughout its history.For thousands of years,the long history of agricultural civilization has instilled in us the genetic traits of "intensive farming" and provided a strong basis for the growth of a large nation.The Nineteenth Party Congress has made effective governance one of the goals of promoting the countryside,and the key to achieving effective governance is to improve the modern rural social governance system,which is led by the party committee,responsible by the government,coordinated by society,with public participation,guaranteed by the rule of law and supported by science and technology.The No.1Document of the Central Government in 2022 puts forward new deployments and tasks for rural social governance.Deepening the synergistic innovation of rural social governance and ecological governance,enhancing the rural governance system and improving its efficiency are essential for better rural governance.It provides a clearer,effective and lasting solution to further effectively address the inherent and emerging problems of rural grassroots governance.The effective implementation of the rural revitalization strategy is directly dependent on the efficiency of rural governance,which is a critical aspect of social governance and impacts the well-being of farmers and the stability of rural areas.Dayue District,Tai’an City,Shandong Province,has repeatedly been named a provincial model demonstration area for rural revitalization in Qilu,actively exploring innovative governance models and striving to improve the effectiveness of grassroots governance.This thesis is in line with the spirit of the Party Central Committee Meeting and draws support from various theories such as polycentric governance,new public service theory,and theories of rural governance in China.The SFIC model was introduced as a theoretical research framework,combining field visits and research data with the participation of multiple actors in collaborative rural governance.Using a combination of theoretical and empirical research.The main findings of the study are: The greater the parity of power,resources and information,the more conducive to effective rural governance;The more fully the government plays its leading role,the better for effective rural governance;The more standardised and clear the institutional design,the more conducive to effective rural governance;the more complete and transparent the collaborative process,the more conducive to effective rural governance.Currently,the primary challenge facing the participation of multiple stakeholders in rural governance in Dayue District of Tai’an City is the insufficient involvement of governance entities,the difficulty of cohesion in governance cooperation and the imperfect system.The path to optimisation is proposed in four dimensions.In terms of starting conditions: strengthening the foundations of synergy.Facilitative leadership aspects: clarifying the functional positioning of grassroots government and establishing the concept of service-oriented government.In terms of collaborative process: shaping common interest values and promoting a virtuous cycle of collaborative processes.System design: improve system construction and standardize multi subject participation behavior.Institutional design: improve the system and regulate the behaviour of multiple participants.The whole process of optimisation is supported by wise governance as a technical support,and is organically combined with autonomy,moral governance and rule of law to build a pattern of collaborative governance of multiple subjects.
