Research On The Issues And Countermeasures Of Multiple Subjects’ Participation In Rural Governance

As an important part of the key work of promoting rural revitalization,rural governance is an inevitable requirement for the realization of national governance system and governance capacity.In the development of rural governance modernization,China has basically formed a rural governance model with the participation of diversified governance subjects.However,from the current situation of rural governance in China,there are still a series of difficulties and problems in the participation of diversified subjects in rural governance.The lack of standardization of rural governance,the lack of enthusiasm and participation of governance subjects,and other issues have become the main challenges facing China’s rural governance modernization in the future.Therefore,in the context of the modernization of rural governance,promoting the participation of multiple subjects and optimizing the participation mode of multiple subjects have become the main path to realize the modernization of rural governance in China.In the analysis and research,this paper takes H County of Shanxi Province as the research object,and uses a variety of different research methods to study the issue of multi-agent participation in rural governance in H County.In the research on the participation of multiple subjects in rural governance in H County,the multiple subjects are divided into four different subjects: grass-roots party organizations,governments,social organizations,autonomous organizations and villagers.Through investigation and analysis of the difficulties and problems of different subjects in the process of participation,it is concluded that some basic party organizations have not fully played their leading role in rural governance,and grass-roots governments have not fully played their leading role in rural governance,However,the villagers,as the core subject of rural governance,are not deep enough to participate in rural governance,and the role of rural social organizations in rural governance has not been effectively played.The main reasons for the rural governance problems in H County include: the system of multiple subjects participating in rural governance is not perfect,the pressure-type system has certain constraints on rural governance,the slow development of rural economy cannot effectively provide support and guarantee,and the lack of community culture affects the participation of multiple subjects.In view of the above problems and reasons,and on the basis of fully drawing on relevant experience,this paper proposes that in the process of participating in rural governance by multiple subjects in H County,we should strengthen the core leadership and guidance role of grass-roots party organizations and grass-roots governments in rural governance,and at the same time,we should cultivate social organizations,promote the development and participation of social organizations,and actively mobilize the enthusiasm of villagers to enhance the depth and breadth of villagers’ participation.Through the research on the participation of multiple subjects of H County in rural governance,this paper can help improve the level and capacity of rural governance in H County to a certain extent.At the same time,the analysis and research in this paper can provide some reference and reference for the development of rural governance modernization in China.
