Effective governance is a key part of the rural revitalization strategy to see true and effective results.The rise and fall of the countryside depends to a large extent on the effective degree of rural governance.As an important part of national governance,rural governance is the main way to accomplish the task of national environmental governance and occupies a special position in the overall situation of national governance.It is not only an important means to achieve the goals of national governance,but also the basis for maintaining social order in rural areas.Whether rural governance is effective or not reflects the degree of development,prosperity and stability of rural society.Improving the rural governance system is a necessary condition for promoting the overall prosperity of rural areas and meeting the needs of farmers for a better life.In recent years,agricultural development has made outstanding achievements,the face of the countryside has changed and farmers’ lives have been improved.However,against the goal of national governance modernization,there are still many shortcomings in the rural governance system and governance capacity.They are manifested as the lack of governance concept,the absence of governance subjects and the single mode of governance,which have become the bottleneck restricting the social and economic development of rural areas and the prominent "short board" affecting the level of national governance.At present,the rural revitalization strategy is at a critical period of full-scale roll-out,and rural society is at a special stage of transformation and change.To accurately grasp the direction of rural governance and find a breakthrough in solving rural governance problems,it is urgent to adhere to the problem-oriented approach,improve the rural governance mechanism,enhance the effective governance capacity of rural society and strengthen the level of grassroots management,so as to lay a solid foundation for China’s rural revitalization in the new era.This paper explores the countermeasures to improve the participation of multiple subjects in rural grassroots governance in M town of Shandong province by applying theories of collaborative governance,holistic government and new public service theory,through random questionnaire surveys and field interviews.The study found that the administrative level of grassroots administrative organs,the construction of grassroots party organisations,the rural self-governance system and the construction of rural social organisations in M town have developed to a certain extent,but there are still some problems in the area of multi-corporate governance,mainly in four aspects,namely,the ineffectiveness of public services caused by the mismatch between the powers and responsibilities of grassroots administrative organs,resulting in the grassroots administrative organs not playing a leading role fully;the lack of institutional mechanisms of grassroots party organisations causing the The weak authority of the party branch caused by the imperfect institutional mechanism of grass-roots party organisations,resulting in the grass-roots party organisations not fully playing their leading role;the lack of vitality of rural villagers’ self-governance and the lack of villagers’ awareness of participation caused by the weak economic base of grass-roots mass self-governance organisations,resulting in the grass-roots mass self-governance organisations not fully playing their main role;the weak power of social organisations caused by the imperfect mechanism of social organisation power development,resulting in the social organisations not fully playing their effective The weakness of social organisations,caused by the imperfect development mechanism of social organisations,has resulted in social organisations not playing an effective role.Thus,in the light of the local reality,this paper proposes that the grassroots administrative organs should strengthen the leading role of the government,the grassroots party organisations should strengthen the leading role of party building,the grassroots mass autonomy organisations should strengthen the main role of villagers,and the social organisations should strengthen the effective promotion role from the perspective of four main bodies,and conduct further refinement and in-depth investigation,as well as demonstrate the feasibility,in order to provide relevant multi-body participation in rural grassroots governance in a transferable way.The aim is to provide feasible countermeasures for the participation of multiple actors in rural grassroots governance.
