Research On The Current Situation And Countermeasures Of Rural Human Settlements Governance In H Town Of Wenzhou City

Since the implementation of the Rural Revitalization Strategy,China’s rural economy and industry have developed rapidly,the material living standards of farmers have been continuously improved,and the understanding of rural residential environment governance has been paid more and more attention.From 2004 to 2021,the issue of rural human settlements governance has been mentioned in the No.1 central document of the central government every year.Rural human settlements are not only the embodiment of the quality of life of local residents,but also an important prerequisite for attracting talents,promoting industrial development and achieving common prosperity.In recent years,Wenzhou has earnestly implemented the decision-making and deployment of its superiors and made every effort to promote the governance of rural human settlements.However,due to the special and complex historical environment and geographical location of Wenzhou,there are still a series of typical problems of inequality and imbalance in environmental governance.Therefore,the author selects the relatively representative mountain town h town in Wenzhou as an example to study the current situation of its rural human settlements,and tries to put forward some more scientific,more reasonable and more targeted countermeasures for the governance of rural human settlements.From the perspective of public management,taking the town as the main body,this paper summarizes the main measures and effects of rural human settlements environmental governance taken by H town in five aspects of green industry development,environmental protection infrastructure,special environmental remediation,environmental governance planning and environmental remediation mechanism in recent years,and summarizes and analyzes the absence and offside of the governance subject of H town through questionnaire survey and field visit There are five major problems and defects,such as single and old-fashioned governance models and methods,lack of management of blind spots in environmental governance,and insufficient capital investment.It also deeply analyzes the four major reasons: insufficient ideological understanding of relevant governance subjects,low fit between governance methods and development direction,untimely and imperfect updating of some mechanisms and methods,single source of environmental governance funds and low utilization rate,Finally,in the direction of diversification and digitization,this paper puts forward four countermeasures,including multi-agent participation in optimizing the governance subject of rural human settlements,optimizing the governance mode of rural human settlements with the future rural background,breaking through the capital bottleneck of rural human settlements with increasing revenue and reducing expenditure,and optimizing the governance mechanism of rural human settlements based on the actual situation,in order to provide some reference for the governance of human settlements in H town in the future,Further complement and improve the application of human settlements theory,collaborative governance theory and holistic governance theory in the governance of rural human settlements,and also provide reference for the governance of rural human settlements in other similar mountainous towns in Wenzhou.
