Since the 18 th CPC National Congress,more attention has been paid to the protection and management of human settlements in rural areas.Xi Jinping Thought on Ecological Civilization provide theoretical guidance and action guidance for promoting the protection and management of rural human settlements.The work report of the 19 th CPC National Congress clearly pointed out that the outstanding environmental pollution in rural areas and other problems in rural governance should be put in a prominent position.The report clearly mentions "building an environmental governance system with the participation of the government,enterprises,social organizations and villagers".Under this diversified governance model,relying solely on the government to solve environmental problems is not in line with the requirements of the times.At present,there are still some rural areas facing poor ecological environment and poor quality of life,and these outstanding problems faced by rural human settlements need to be truly solved,We urgently need a diversified governance system for human settlements.The report of the 20 th CPC National Congress pointed out that "improve the construction level of environmental infrastructure and promote the improvement of urban and rural human settlements." The construction of "livable,business-friendly and beautiful countryside" should continuously improve the level of basic public services in rural areas and continuously improve the rural human settlements.Driven by the rural revitalization policy,China’s rural areas have also entered a new era,and are seizing opportunities and making rapid transformation.Building a beautiful and livable countryside has also become the goal pursued by local governments and the people.Beautiful environment is the driving force for many rural areas to move forward.However,there are still many problems in China’s rural areas,such as the lack of advanced governance concepts,poor living environment,great difficulty in environmental remediation,and the lack of understanding and cooperation of various subjects on the governance environment.To achieve the overall goal of building a beautiful China,rural human settlements must be solved,This is the expectation of the people for a better future.Whether the contradiction between economic development and the environment can be solved at present is related to the promotion effect of rural revitalization,and also tests the government’s ruling ability and level.In fact,the rural human settlements governance model with the government as the main governance body is difficult to achieve the satisfactory results of each subject and the ideal expectations in the specific governance process,and other subjects lack the sense of participation in the governance process,and are passively brought into the environmental transformation,resulting in the lack of effectiveness of human settlements governance.Therefore,a long-term and efficient rural residential environment improvement system is required by the times and urgently needs to be established.Under the framework of synergetic governance theory,through domestic and foreign literature research,questionnaires and interviews,this paper visited the party committee,government,village committee,enterprises,villagers and other subjects,and conducted an investigation and analysis of the current reality of rural human settlements remediation.Taking C Town of J County as an example,this paper thoroughly understood the measures taken and the results achieved in the current rural human settlements remediation work,Analyze the outstanding problems it faces and the reasons behind them.This paper believes that the main problems of the current collaborative governance of human settlements are the uncoordinated behavior of the main bodies of collaborative governance,the low efficiency of collaborative governance,and the ineffective supervision of the main bodies of collaborative governance.The main causes are the uneven participation of the main bodies of collaborative governance and the imperfect mechanism of collaborative governance among various bodies,Finally,the paper puts forward suggestions such as "clarifying the scope of responsibilities of the subjects involved in governance,establishing a multi-benefit coordination mechanism,strengthening the ability of multi-resource integration,and improving the coordination supervision and accountability mechanism",in order to jointly participate in the improvement of rural human settlements and build a beautiful ecological and livable countryside.
