Study On The Issues And Countermeasures Regarding The Rural Residential Environment Governance In DG Town,Chongqing

With the rapid development of society and economy,the issues about the rural residential environment which have been ignored for a long time begin to get more and more attention.The governance and development of rural residential environmentis an important part of therural revitalization strategy,which is also closely related to the formation of a well-off society,improvement in the well-being of rural residents and the prosperity of rural civilization.In February 2018,the general office of the CPC Central Committee and the general office of the State Council jointly formulated the‘three-year action plan for rural residential environment improvement'.On December29,2018,18 departments,including the central agricultural office and the Ministry of agriculture and rural areas,issued the action plan for rural residential environment improvement and village cleaning.The promulgation of these two programs provides the basis and guarantee for the rural residential environmental governance nationwide.This paper takes DG town,Nan chuan district as the research background,and conducts a field investigation on its rural residential environment governance.DG town has made great improvements in the aspects of environmental features,improving drinking water and toilet,garbage collection and transportation,sewage treatment,agricultural waste recycling and utilization,the extension of public service to the grass-roots level and the improvement of rural non-point source pollution since the implementation of the rural residential environment governance.However,there are still a series of problems,such as government leading,villagers watching,singlegovernance subject,relatively lagging public services(infrastructure,education,medical care and health),rural non-point source pollution,lack of funds,low participation of villagers,and inadequate implementation and supervision of policies in village committee.Thus,the governance of rural residential environment in DG town still needs to be strengthened.This paper describes the measures taken by DG town in the governance of rural residential environment,and analyzes the problems encountered in the governance process and the related reasons,and puts forward specific improvement plans to address these problems.There are seven parts in this paper:The first part is the introduction,which introduces the research background,research significance,research progress at home and abroad,research contents and methods about the rural residential environment governance.The second part describes the theoretical knowledge and related concepts about the rural residential environment governance.In the third part,the current situations and measures regarding the residential environment governance in DG town are described in detail.The fourth part points out the problems and reasons about the governance of rural residential environment in DG town.The fifth part analyzes the domestic and foreign cases related to rural residential environment governance,and summarizes the corresponding experience.The sixth part puts forward the countermeasures to improve the rural residential environment governance in DG town.The seventh part is the research conclusion and prospect.It summarizes the research work of this paper,and puts forward suggestions for the follow-up research.
