Research On Governance Of Rural Human Settlements In Shuangcheng Under The Background Of Rural Revitalization

Since 2004,the No.1 Document of the CPC Central Committee has been paying continuous attention to the issue of agriculture,rural areas and farmers for 20 years.As an important part of solving the three rural issues,rural human settlements environmental governance has been given more attention by national policies.Once the strategy of rural revitalization was put forward,solving the problem of rural human settlements has become one of the primary tasks of the government.Adhere to the priority development of agriculture and rural areas,adhere to the integration of urban and rural development,smooth flow of urban and rural factors.Solidly promote the revitalization of rural industries,talents,culture,ecology and organizations.In discussing the report,the representatives of the 20 th National Congress of the Communist Party of China said that the nation must review and the countryside must revitalize.According to the deployment requirements of the report of the 20 th National Congress of the Communist Party of China,we should be firm in our confidence,work hard,and draw a beautiful picture of rural revitalization with our struggle.Rural living environment is the main place for rural residents to live and work in peace and contentment.The improvement of rural living environment,the construction of livable and livable rural areas,the effective construction and improvement of rural living environment,and the improvement of rural living environment governance level are one of the important contents of rural revitalization strategy in the new era.Under the background of rural revitalization strategy,this paper takes Shuangcheng District of Harbin,Heilongjiang Province as the research object,focuses on how to optimize the core issue of rural human settlement environment governance,and focuses on the situation that the existing research pays less attention to China ’s rural human settlement environment and lacks a systematic theoretical analysis framework.This paper integrates the existing research results and combines the actual production and life of Shuangcheng District to construct a theoretical analysis framework of rural human settlement environment governance based on rural human settlement environment theory,sustainable development theory and public governance theory,and defines the connotation and extension of related concepts of rural human settlement environment.Based on the information and data provided by the Bureau of Statistics of Shuangcheng District,and based on the theoretical framework,the field research was conducted in the townships of Shuangcheng District,Harbin City,Heilongjiang Province.From the perspective of farmers,the current situation of rural human settlements governance in Shuangcheng District and the problems existing in the construction and development of human settlements environment were analyzed,including the weak awareness of governance of each subject,which is manifested in the weak sense of responsibility of grassroots cadres,the weak awareness of villagers ’ participation and the interval differences in governance.Village planning is not scientific,governance is difficult;lack of long-term governance;the lack of financial guarantee restricts the continuous advancement of governance work;poor adaptability of governance technology and insufficient publicity.Finally,it draws lessons from the successful experience of excellent cases at home and abroad,including the village-building movement in Japan,the new village movement in South Korea,the internal and external governance model in Longwen District,Zhangzhou City,Fujian Province,the five-way three-change three-construction governance model in Meitan County,Zunyi City,Guizhou Province,and the 136 working model in Wei County,Hebei Province,which provides inspiration for the governance of rural human settlements in Shuangcheng District.This paper puts forward the countermeasures and suggestions for the governance of rural human settlements in the double urban areas,which should play a synergistic governance role with people-oriented,and the government should lead the participation of multiple forces and work towards the common goal.Optimize the layout of the village,consider the improvement of the current village appearance and the planning of living areas and functional areas,and should fully consider the long-term development of the village in the future.Establish a long-term governance mechanism,improve the multi-party participation governance system and related laws and regulations,and improve the comprehensive assessment and supervision mechanism.To improve the efficiency of capital utilization,on the one hand,it is necessary to broaden the sources of funds and absorb social capital.At the same time,while increasing financial support,the efficiency of special funds should be improved to maximize the effectiveness of funds.The development of ecological characteristic agriculture according to local conditions,the rural areas of Shuangcheng District have fertile black land and good natural ecological resources,and the development of ecological characteristic agriculture has broad prospects.Improve infrastructure construction and management and protection mechanisms,avoid reconstruction and light management,and effectively ensure the effectiveness of governance.And strengthen publicity,enhance farmers ’ awareness of environmental protection and ownership,and fully mobilize farmers ’ enthusiasm to participate in human settlements governance.
